3. Purpose: To construct approximately 6,500 LF of concrete sidewalk.
4. New/Renewal/Modified: New.
5. Duration: 150 calendar days with no option to renew.
6. Benefits to Port St. Lucie: Provide high quality infrastructure and facilities for the use of all residents.
7. Cost to Port St. Lucie (Annual and Potential): One-time expenditure of $524,000 funded by the ½ cent sales tax.

Staff Recommendation: Move that the Council award Contract #20210052 and enter into a unit price contract with McTeague Construction Co., Inc. for the Fairgreen Crossings sidewalk construction project.
Alternate Recommendations:
1. Move that the Council amend the recommendation and award Contract #20210052
2. Move that the Council not approve Contract #20210052 and provide staff with direction.
Background: Since 2006, the City has prioritized the design and construction of sidewalks citywide. The original areas were in the proximity of schools, especially elementary schools to provide a safe route to school for children. The list has since expanded to establish a network of connecting sidewalks throughout the City. Fairgreen Crossings is on the Sidewalk Priority List approved by City Council.
An E-Bid was issued on March 10, 2021 to 1,266 potential suppliers. There were 38 plan holders with 9 proposals being received on April 20, 2021. There were 2 proposals that were deemed non-responsive due to missing mandatory documents.
Issues/Analysis: Staff has reviewed the proposals and finds that McTeague Construction Co., Inc. provides the best value to the City. McTeague Construction Co., Inc. has performed several successful construction projects for the City and is a local contractor.
Financial Information: Funds are appropriated in the FY 20-21 budget for the Half Cent Sales Tax / Road & Street / Improvements O/T Buildings (#310-4105-563000-00000).
Special Consideration: The lowest qualified responsive bidder was a non-local firm therefore the Local Preference Ordinance (Chapter 35.12) was applied. The lowest qualified responsive local firm was offered the opportunity to match the qualified non-local firm’s price. The local firm accepted the offer within the required time frame.
Location of Project: East side of Savage Blvd from Import Drive to Galiano Road, the north side of Galiano Road from Savage Blvd. to Cadima Street, the west side of Cadima Street from Galiano Road to Fairgreen Road and the north side of Fairgreen Road from Cadima Street to the west side of the canal along Salvatierra Blvd.
