Summary Brief (Agreements/Contracts only)
1. Prepared by: Mike Kendrick, Parks & Recreation Department.
2. Parties: City of Port St. Lucie and the School Board of St. Lucie County, Florida.
3. Purpose: Renewal allows for continued use of athletic fields for the residents of the City of Port St. Lucie.
4. New/Renewal/Modified: Renewal.
5. Duration: The term of the Mutual Use Agreement, as set forth in this Second Renewal to the Agreement, would commence July 13, 2021, and terminate on June 15, 2026.
6. Benefits to Port St. Lucie: By renewing the Agreement, the City would continue to provide additional recreational space to residents and expand T-Ball athletic fields at Sportsman’s Park.
7. Cost to Port St. Lucie (Annual and Potential): Rental payment of one dollar in advance payable on the date of execution of lease.
Presentation Information: Parks & Recreation staff will be available to respond to any inquiries/questions from City Council.
Staff Recommendation: Move that City Council enter into a Second Renewal to the Mutual Use Agreement with the School Board of St. Lucie County, Florida.
Alternate Recommendations:
1. Move that the Council amend the recommendation and enter into the second renewal of the Mutual Use Agreement.
2. Move that the Council not approve to renew the second renewal to the Mutual Use Agreement and provide staff with further direction.
Background: On November 29, 2011, the City of Port St. Lucie and the School Board of St. Lucie County entered into a Mutual Use Agreement for the property located adjacent to Sportsman’s Park, most notably the athletic fields at the site of the former Port St. Lucie Elementary School. On November 29, 2016, the City renewed this Mutual Use Agreement, and entered into a renewal to the Mutual Use Agreement which expired on June 25, 2021. In June 2021, City staff requested a Second Renewal to the Mutual Use Agreement from the School Board of St. Lucie County, to renew the Agreement for an additional five years, effectively, to expire on June 26, 2026.
