Summary Brief (Agreements/Contracts only)
1. Prepared by: Jason Bezak, PMD.
2. Parties: City of Port St. Lucie and CAPTEC Engineering, Inc.
3. Purpose: To provide the City with 45% construction plans for three (3) roadway segments that could be constructed either concurrently or as stand-alone projects. The construction plans shall include a potable water distribution and wastewater collection system design. All the proposed improvement projects (Project) are located on Port St. Lucie Governmental Finance Corporation (GFC) lands.
4. New/Renewal/Modified: New.
5. Duration: The Contract Period is 240 calendar days.
6. Benefits to Port St. Lucie: To provide the City with preliminary construction plans that would facilitate the City proceeding with either a conventional design, bid, build or alternative design-build letting process. The design and ultimate construction of the Hegener Drive Extension will assist with the overall development of the Southern Grove area.
7. Cost to Port St. Lucie (Annual and Potential): The total amount to be paid by the City to the consultant for the tasks outlined under Basic Services is $317,895. The contract also includes optional Services that would facilitate the letting of the project as a design, bid, build or design-build project; the grand total of Optional Services included in the contract is $120,810. If the City exercises all Basic and Optional Services, the grand total of the Consultant project would be $ 438,705. The execution of all optional services is not likely and is dependent on the bid process selected after obtaining the required permits for construction.

Staff Recommendation: Move that the Council award Contract # 20210103 to CAPTEC Engineering, Inc. for Design Services to provide Design Plans for the Hegener Drive Extension Phase 3 Project.
Alternate Recommendations:
1. Move that the Council reject Contract # 20210103 and provide staff with direction.
Background: The City Council identified the development of the Southern Grove Master Plan to meet the goals of a diverse local economy and employment opportunities with the initiative of building out Southern Grove, as a strategic priority. In February 2021, the City Council adopted the Southern Grove Master Plan, as prepared by the Treasure Coast Regional Planning Council, which included findings and recommendations pertaining to infrastructure development needs. Most parcels that have access to readily available infrastructure services have been sold or are currently under Purchase and Sale Agreements.
Issues/Analysis: On December 6, 2021, City Council approved Legistar Item # 2021-1035 (Approve Shortlisted Firms and Begin Negotiations for the Request for Proposals (eRFP) # 20210103 Design Services to Provide 45% Construction Plans for the Hegener Drive Extension Phase 3 Project). Staff held negotiation meetings with Captec Engineering, Inc. and staff determined that their fees are fair and reasonable.
Financial Information: The adopted GFC FY 2021-2022 Capital Improvement Plan includes funding for Design Services to provide 45% Construction Plans for the Hegener Drive Extension Phase 3 Project. (Fund 301-1900).

Location of Project: Hegener Drive Phase 3 roadway extension and Marshall Parkway extension east of Village Parkway.
