5. Duration: An additional 315 calendar days will be added for a new end date of 12/31/2022.
6. Benefits to Port St. Lucie: To clearly define the exact areas within the project site.
7. Cost to Port St. Lucie (Annual and Potential): An additional $40,000 for a new Contract amount of $170,925.

Staff Recommendation: Move that the Council approve Amendment #3 to Contract #20200109 for the Design Services of the Multi-Modal Plan/Trail - Phase I in the amount of $40,000.
Alternate Recommendations:
1. Move that the Council amend the recommendation and approve Amendment #3 to Contract #20200109.
2. Move that the Council not approve Amendment #3 to Contract #20200109 and provide staff with direction.
Background: The Wilderness Trail is located at 2701 SE Westmoreland Boulevard. This trail runs along Cambridge Drive and is located within the 85 acres of Wilderness Park.
Walking and hiking trails ranked #1 in the Port St. Lucie Parks & Recreation Department (PSLPRD) 10-year Master Plan Needs Assessment and has been adopted as a key recommendation of the City’s adopted Strategic Plan.
Through the collaborative efforts of the High-Performance Public Spaces Team, consisting of Parks & Recreation staff and other City department representatives, the Multi-Modal Plan and Sidewalk Master Plan projects were ranked and prioritized to determine the best fit for future trails.
Of the trails assessed, Wilderness Trail ranked highest and conceptual design began at the beginning of the year. Public meetings were held in March and June of 2021, surveys were conducted, and stakeholder meetings were held in May of 2021 to solicit input for the design of the trail. CAPTEC Engineering, Inc. utilized the input provided to further develop the concept to present to City Council on October 18, 2021. At the conclusion of the presentation, City Council requested site tours and detailed funding and phasing recommendations for the Wilderness Trail project.
The need for exotic removal on the Wilderness Park site has been identified by Council, PSLPRD staff and the design team to fully realize the design intent for the Wilderness trail project within the site. The area for these exotic/invasive vegetation removal needs to be regulated to only City of Port St. Lucie property. A survey of the site is required to ensure that only City of Port St. Lucie property is affected and that the Visconti properties, known to be in the area, will be delineated from the scope of work and not encroached upon.
Issues/Analysis: Staff has reviewed the proposal and finds it to be fair and reasonable.
Financial Information: Funds are appropriated in the General Fund / Parks & Recreation Operating / Professional Services (#001-7210-531000-00000).
