Executive Summary (General Business): LAP and City funds have been budgeted in the Road and Bridge Capital Improvement Program.  The adaptive traffic signal control system will have an anticipated useful life of 30 years with an estimated annual (present worth) subscription cost of $1,000.00 per intersection in addition to standard maintenance costs. The processing of the Supplemental Agreement reconciles the LAP Agreement total project cost with the Department’s concurrence and the City’s construction bid award.

Staff Recommendation: Move that the Council approve the Resolution.

 

Alternate Recommendations:

1.                     Move that the Council amend the recommendation and approve the Resolution.

2.                     Move that the Council not approve the Resolution and provide staff direction.

 

Background: The City is pursuing LAP funding from FDOT for the installation of an adaptive traffic signal control system along SW Gatlin Boulevard from SW Village Parkway to SW Savona Boulevard.  The two signalized intersections in the vicinity of the Interstate 95 interchange are excluded as the adaptive signal control equipment will be installed as part of the interchange improvements currently under construction. This project is included in the City’s Five-Year Capital Improvement Program (FY 22/23-FY 27/28).

 

Issues/Analysis: The Resolution authorizes the City Manager, or his designee, to enter into a Supplemental Agreement with FDOT and authorizes City Staff to take actions necessary to implement the terms and conditions of the LAP agreement, that indicate the project to be completed by December 31, 2024.

                     

Financial Information: The current contract amount awarded for the project is $477,254.  The enclosed LAP Agreement indicates that the FDOT will contribute a maximum of $600,000. The Supplemental Agreement reconciles the LAP Agreement to reduce the Federal Funds to $477,254 and reduce the required local funds to $0.00. Therefore, the local funds appropriated in the FY 2022/2023 budget under the Road and Bridge Fund/Traffic Control & Improvement/Other Contractual Services (#104-4121-534000-00000) will no longer be needed.

 

Special Consideration: The execution of the enclosed LAP Supplemental Agreement will allow previously budgeted funds to be reallocated to other needed projects.

 

Location of Project: SW Gatlin Boulevard from SW Village Parkway to SW Savona Boulevard.
