Background: Port St Lucie, Code of Ordinances Chapter 98 provides the City with a framework regarding management during a State of Emergency.  It contains 13 sections providing guidance on disaster specific issues such as time limits during an emergency declaration, powers of the City Manager during an emergency, curfews, unconscionable pricing, and the Comprehensive Emergency Management Plan.  This update to Chapter 98 specifically updates Section 3, “Order of Succession” during an emergency assuring it aligns with recent job changes in the City Manager’s Office and expounds upon Chapter 9, “Removal of Debris” providing greater detail regarding clearing disaster generated debris from private rights of way. 

 

Issues/Analysis: Accepting the revisions to this ordinance will serve to enhance the City’s ability to respond to a disaster. 

                     

Financial Information: Positive financial impacts from this change in ordinance are projected to increase the City’s likelihood of receiving FEMA Public Assistance reimbursement particularly under Category A (Emergency Debris Removal).
