6.                     Benefits to Port St. Lucie: Provides flood protection to the residents of Port St. Lucie and provides water quality to the St. Lucie River.

7.                     Cost to Port St. Lucie (Annual and Potential): One-time expenditure of $4,886,250.00.

Staff Recommendation: Move that the Council award Contract #20250062 and enter into a unit price contract with Douglas N. Higgins, Inc. for the Replacement & Automation of Four (4) Water Control Structures.

 

Alternate Recommendations:

1.                     Move that the Council amend and approve the recommended bid.

2.                     Move that the Council reject all bids and provide staff with direction to rebid or cancel the bid.

 

Background: These facilities were constructed as a flood protection measure almost 50 years ago and their service life has extended beyond repair, necessitating them to be removed and replaced with newly constructed hardware. This includes modernized technology to be remotely monitored and operated during and after emergency weather events.

 

An E-Bid was issued on March 27, 2025, to 954 potential suppliers. There were 44 plan holders with 2 proposals being received on April 29, 2025.

 

Issues/Analysis: Staff has reviewed the proposals and found that Douglas N. Higgins, Inc. provides the best value to the City.

                     

Financial Information: Funds are appropriated in the Stormwater Fund / Drainage / Improvements O/T Building / Water Control Structures A-14, A-16, A-17 & A-18 (#401-4126-563000-24PW025P, 25PW017P A-16, 17 & 18, #401-4126-563000-23PW019P).
