2.                     Parties: City of Port St. Lucie and Loren Jock Trucking, Inc.

3.                     Purpose: Provide for scope adjustments necessary to meet current design, safety, and access requirements.

4.                     New/Renewal/Modified: Modified.

5.                     Duration: An additional 5-months for a new end date of January 26, 2027.

6.                     Benefits to Port St. Lucie: This Amendment will allow the Contractor to keep working to deliver a highly anticipated addition to the Parks inventory.

7.                     Cost to Port St. Lucie (Annual and Potential): An additional $122,168.16 for a new Contract amount of $2,101,527.46.

Staff Recommendation: Move that the Council approve Amendment #1 to Contract #20250198 with Loren Jock Trucking, Inc. for the Wilderness Trail Park Construction Project.

 

Alternate Recommendations:

1.                     Move that the Council amend the recommendation and approve Amendment #1 to Contract #20250198.

2.                     Move that the Council not approve Amendment #1 to Contract #20250198 and provide staff with direction.

 

Background: The Wilderness Trail Park project was developed to enhance recreation and connectivity within The Port District. The project includes construction of a 2.1 mile, 10-foot wide concrete multi-use trail, along with drainage improvements, utilities, landscaping, and installation of park amenities. The amenities include benches, signage, and a pavilion with restrooms. The project was designed by CAPTEC Engineering, Inc., to align with the City’s conceptual plans and provide safe, accessible, and high-quality outdoor spaces for residents.

 

This Amendment includes scope adjustments necessary to meet current design, safety, and access requirements. The adjustments will upgrade the 4-inch sidewalks to 6-inch sidewalks in a defined area that will allow for overflow parking if needed, 2 additional driveways, an additional monument sign and upgrade the 3,000 PSI concrete lift station driveway to 4,000 PSI concrete to support commercial vehicle access.

 

Issues/Analysis: Staff has reviewed the proposed additions described herein and found them to be fair and reasonable.

                     

Financial Information: Funds are appropriated in the CIP Fund / Parks & Recreation / Improvements O/T Building (#301-7210-563000-22PR008P).
