2. Parties: City of Port St. Lucie and WGI, Inc.
3. Purpose: To have the projected area cleaned along the existing slough banks, create a stormwater treatment area (STA) and replace a downstream weir.
4. New/Renewal/Modified: Modified.
5. Duration: The original contract term was 240 days. Amendment #1 extended the term by one year. This Amendment #2 extends the term by an additional 180 days. The new expiration date will be March 25, 2026.
6. Benefits to Port St. Lucie: The project will provide added stormwater quality treatment to benefit the St. Lucie River and adjacent communities and to help meet the goals of the St. Lucie River and Estuary Basin Management Action Plan (BMAP). The project will also provide an updated stormwater control structure with a Supervisory Control and Data Acquisition (SCADA) system that will be tied in with the overall City system which will enable real time rainfall and water stage information to be utilized to control the automated gates and reduce flooding impacts.
7. Cost to Port St. Lucie (Annual and Potential): An additional $216,520.00 for a new Contract total amount of $442,173.00.

Staff Recommendation: Move that the Council Approve Amendment #2 to Contract #20230061 - Design & Permitting for Hogpen Slough Stormwater Treatment Area (STA).
Alternate Recommendations:
1. Move that the Council amend the recommendation and approve Amendment #2 to Contract #20230061.
2. Move that the Council reject Amendment #2 to Contract #20230061 and provide staff with direction.
Background: The "Microbial Source Tracking of Bacterial Pollution in the North Fork of the St Lucie River Report" by Harbor Branch Oceanographic Institute at Florida Atlantic University dated April 20, 2018, identified the Hogpen Slough as an area with high amounts of bacterial pollutants and seasonally high concentrations of nutrients in the surface waters. The City's "Stormwater Master Plan" finalized in February of 2021 references this report and in conjunction with the report identifies the Hogpen Slough STA as a high priority stormwater management and water quality project to help alleviate these water quality issues within the basin. In addition to the proposed STA, the downstream HPS-60 control structure adjacent to U.S. 1 will be replaced and will be equipped with an updated SCADA system. The updated control structure will be configured to provide additional water quality volume treatment and will also allow for real-time flood control utilizing the new SCADA system which will be integrated with the city-wide system.
Phase 1 of the project was to prepare a preliminary plan and calculations for review prior to moving forward into final design and implementation of the selected plan. Amendment #2 provides for the final STA design of the selected plan.
Issues/Analysis: Resolution 22-R41 dated March 28, 2022 authorized entrance into an interlocal agreement between the City and St. Lucie County for the purpose of the design of the Hogpen Slough STA. The County agreed to reimburse the City for the cost of the design up to $150,000 with the remaining amount to be contributed by the City.
