3. Purpose: To receive grant monies in exchange for the performance of all required actions under the Agreement.

5. Duration: 12 months from the effective date
6. Benefits to Port St. Lucie: The City will receive two hundred (200) pocket ashtrays and four hundred (400) portable ashtrays for distribution to business owners throughout the city. The placement of the ashtrays will assist the City in its implementation of the Cigarette Litter Prevention Program (CLLP).
7. Cost to Port St. Lucie (Annual and Potential): The cost to be incurred by the City is limited to those associated with the distribution of the items received to business owners and the preparation of the Cigarette Liter Prevention Program (CLPP) grant project report upon the distribution of the items is completed.

Staff Recommendation: Approve the Agreement between the City and Keep America Beautiful (KAB) as submitted by KAB.
Alternate Recommendations: Disapprove the Keep America Beautiful (KAB) Agreement as presented.
Background: The City of Port St. Lucie’s first opportunity to participate in the Cigarette Litter Prevention Program (CLPP) grant program was 2015. The City was awarded a grant in 2015, 2017, 2018, 2019, 2020 and 2021 to facilitate the City being able to actively participate in the program. The program has exponentially grown because of the receipt of the financial participation of Keep American Beautiful (KAB).
Issues/Analysis: Once signed and returned to Keep America Beautiful, 70% of the cash award ($10,500) will be paid to the City within thirty (30) days of receiving the executed Agreement. The remaining thirty percent (30%) ($4,500) will be paid upon the acceptance of a final Cigarette Litter Prevention Program grant project report.
