Summary Brief (Agreements/Contracts only)

1.                     Prepared by: Anibal Barreto, Procurement Agent I, PMD.

2.                     Parties: City of Port St. Lucie and LEB Demolition & Consulting Contractors Inc.

3.                     Purpose: Piggyback the City of Fort Pierce demolition contract with City of PSL Contract #20230069 to Award Demolition Services to L.E.B. Demolition & Consulting Contractors, Inc. for the demolition of City owned vacant buildings on the property of the City of Port St. Lucie City Center. The vacant warehouse and vacant Beall’s Outlet buildings are to be demolished due to the condition of the buildings.

4.                     New/Renewal/Modified: New.

5.                     Duration: The initial term began on October 15, 2022 through October 14, 2023. The City of Fort Pierce exercised the 1st renewal option. There is an additional twelve-month renewal period available.

6.                     Benefits to Port St. Lucie: The demolition and grading of the two-property sites are essential to move forward with the City Center’s Master Plan expansion.

7.                     Cost to Port St. Lucie (Annual and Potential): Estimated expenditure for this FY is $317,579.00. Future expenditures will be appropriated in the approved budget s for each fiscal year.

Staff Recommendation: Move that the Council waive the bidding, per chapter 35.04(c), good cause shown, and approve to participate in the City of Fort Pierce RFP No. 2019-009 with LEB Demolition & Consulting Contractors Inc.

 

Alternate Recommendations:

1.                     Move that the Council amend the recommendation and approve participating in the City of Fort Pierce’s RFP No. 2019-009.

2.                     Move that the Council not approve participating in the City of Fort Pierce’s RFP No. 2019-009 and provide staff with direction.

 

Background: There are 2 buildings that were left standing after the construction of the City Center in the 2000’s. City staff determined rehabilitating the buildings was not cost effective. The demolition of the building will bring growth opportunity for future development of City Center site.

 

Issues/Analysis: Staff reviewed the City of Fort Pierce’s contract and finds that LEB Demolition & Consulting Contractors Inc. provide the best value to the City. LEB Demolition & Consulting Contractors Inc. meets all the requirements for the City’s procurement ordinance.

                     

Financial Information: Funds are appropriated in the General govt account 001-1900-5490000-00000.
