7.                     Cost to Port St. Lucie (Annual and Potential): The cost for phase 1 is $3,013,898.00, bringing the new task order total amount to $3,073,187.00.

Staff Recommendation: Move that the Council approve, Amendment No. 1 to Task Order No. 20250306 with The Morganti Group, Inc., for the renovation of the Peacock Building located at 300 SW Peacock Blvd.

Background: On July 30, 2025, the City acquired the building located at 300 SW Peacock Blvd., with the intent of consolidating the land development functions from five departments into a single, centralized location. During due diligence, it was determined that the facility was not functional in its current condition and would require full renovation to meet operational needs. This project reflects the City’s commitment to recommissioning and fully outfitting the building to provide a modern, efficient, and collaborative workspace for the land development team.

 

Amendment #1 initiates Phase 1 of the renovation project for the building located at 300 SW Peacock Blvd. Phase 1 includes the replacement of the roof and windows, exterior painting, and other minor repairs necessary to stabilize and protect the structure. These improvements address critical deficiencies identified during the City’s assessment and are essential to ensuring the building is weathertight, secure, and suitable for subsequent phases of renovation. Advancing this phase supports the City’s broader plan to fully recommend the facility for operational use.

Financial Information: Funds are appropriated in Building / Administration (Account #25BLDG01P-PURCHASE-1102405-564300).

 

Special Consideration: The initial term ran from October 21, 2025, through November 14, 2025, during which the Contractor completed the preconstruction work. After the term expired, additional time was needed for the Contractor to finalize and submit the Guaranteed Maximum Price (GMP) for Phase 1. As a result, the Task Order is expired. Staff is requesting Council approve the amendment to permit continuity of the project under the single Task Order.
