3. Purpose: The proposed design will enable the Utility Systems Department (“USD”) to extend service to the west side of U.S. Highway 1, North of La Buona Vita Drive, including the adjacent commercial & residential communities that currently rely on septic systems.
4. New/Renewal/Modified: Modified.
5. Duration: Additional time is being requested through Amendment #4 to complete the project through construction. The requested contract end date is September 30, 2027.
6. Benefits to Port St. Lucie: The proposed improvements will provide future redundancy for the wastewater collection system and relief capacity for the Westport Wastewater Treatment Facility (WWTF). The design will also accommodate service to a future lift station within the area.
7. Cost to Port St. Lucie (Annual and Potential): An additional $143,322.00 is being requested for a new Contract total amount of $450,622.00.

Staff Recommendation: Move that the Council ratify Amendments #1 through #3 and approve Amendment #4 to Contract #20220098, per City Code Ordinances, Section 35.09(b) and (c), for additional services and the increase in commodities.
Alternate Recommendations:
1. Move that the Council amend the recommendation and ratify Amendments #1 through #3 and approve Amendment #4 to Contract #20220098.
2. Move that the Council not ratify Amendments #1 through #3 nor approve Amendment #4 to Contract #20220098 and provide staff with direction.
Background: The Utility Systems Department (“USD”) has an existing force main system conveying wastewater to the Southport Wastewater Treatment Facility (WWTF) along U.S. Highway 1 starting at Prima Vista Blvd. and continuing South. The wastewater is then conveyed from Southport WWTF to Westport WWTF. The City contracted with CAPTEC Engineering, Inc. for engineering design services to connect the existing 12-inch force main at U.S. Highway 1 and Savanna Club Blvd. Services included preliminary design, surveying, permitting, and bid phase services for the 12-inch force main starting from Savanna Club Blvd. at U.S. Highway 1, to Rio Mar Drive in River Park.
The proposed design will provide for the interconnection of the existing force mains located on the East side of U.S. Highway 1. This interconnection will enhance system redundancy and improve the overall reliability and resiliency of the USD’s infrastructure. The proposed improvements will also provide the USD with additional operational flexibility by allowing flows to be redirected as needed, thus providing relief to the Westport Wastewater Treatment Facility during periods of high flow.
Amendment #4 provides for a contract extension and an increase in commodities. The project advanced to the 60% phase but experienced delays due to unforeseen and a unique set of circumstances. The USD proposes extending the existing contract to complete the original design scope and expand the project limits to include an extension for the proposed 14-inch force main to a future lift station within the area. The contract extension will allow the USD to complete the original design while incorporating the additional improvements necessary to extend the service area and maximize the benefits of the overall project. Continuing with the current design firm will allow the project to maintain design continuity, preserve familiarity with the existing plans and project requirements, and avoid unnecessary costs and delays associated with transitioning the project to a new consultant.
Amendment #3 provided for an extension due to the length of the permit review process and responses from the regulatory agencies. The contract was extended to September 30, 2025.
Amendment #2 provided for additional time needed to review 60% plans and Florida Department of Environmental Protection (FDEP) permit applications. The contract was extended to June 17, 2025.
Amendment #1 provided for a design change from 12-inch PVC to 14-inch HDPE DR11 pipe for the entire project. The contract was extended to December 19, 2024.
Issues/Analysis: The proposed increase exceeds the City Manager’s thresholds outlined in Section 35.09(b) and therefore requires Council approval per Section 35.09(c). Staff respectfully requests City Council approval for the increase in commodities and additional time to continue this project to 100% completion.
