3.                     Purpose: To provide electrical connection of retrofitted City grinder pump systems.

4.                     New/Renewal/Modified: New.

5.                     Duration: Three years with the option for one additional three-year renewal.

6.                     Benefits to Port St. Lucie: To provide the electrical connection for grinder control panels to City residents.

7.                     Cost to Port St. Lucie (Annual and Potential): Per unit price of $995 with an estimated annual expenditure of $477,600. All future expenditures will be appropriated in the proposed budgets for each fiscal year.

Staff Recommendation: Move that the Council award Contract #20210019 and enter into a unit price contract with Aapex Electric, Inc. for the Electrical Connection of Retrofitted City Grinder Pump System.

 

Alternate Recommendations:

1.                     Move that the Council amend the recommendation and award Contract #20210019.

2.                     Move that the Council not approve Contract #20210019 and provide staff with direction.

 

Background: The Utility System Department plans to complete approximately 500 septic system to City grinder Sewer Conversions per fiscal year. As part of the sewer installation process, an electrical contractor will be responsible to run the dedicated electrical line from the home’s main control panel to the designated location for the City grinder control panel. An electrical disconnect box and grinder control panel will be mounted by the electrical contractor.

 

An E-Bid was issued on July 26, 2021 to 983 potential suppliers and 3 supplemental suppliers. There were 10 plan holders with 1 proposal being received on August 17, 2021. Due to the nature of the work, it is imperative that the City move forward to secure the electrical services for the retrofitted City grinder pump systems to continue operations of the sewer installations.

 

Issues/Analysis: Staff has reviewed the proposal and finds that Aapex Electric, Inc. provides the best value to the City and meets all the requirements of the Solicitation. Aapex Electric, Inc. is the current provider of the electrical connection of retrofitted City grinder pump systems and has provided these services for the past 8 years.

                     

Financial Information: Funds are appropriated in the Connection Fees/ Sewer-Field/ Other Contractual Services (#439-3515-534000).

 

Special Consideration: N/A.

 

Location of Project: Various locations through Port St. Lucie Utility Service Area.
