2.                     Parties: City of Port St. Lucie and PFM Financial Advisors LLC

3.                     Purpose: To facilitate the economic consulting services related to the development of a master plan for City Center, consistent with the City of Port St. Lucie’s Strategic Goals and Objectives.

4.                     New/Renewal/Modified: New

5.                     Duration: The economic consulting services activities and deliverables will run concurrent to the master plan efforts under the City’s agreement with Treasure Coast Regional Planning Council. Activities are estimated to start immediately after approval, and the master plan itself is expected to be complete in 9-12 months. An implementation strategy / timeline for the City Center Master Plan will be produced as part of the scope of work.

6.                     Benefits to Port St. Lucie: The residential, business and tourist community will benefit from the development of City Center. This area has long been planned as a destination for Port St. Lucie and will help balance the amenities Port St. Lucie has to offer on both sides of the city.

7.                     Cost to Port St. Lucie (Annual and Potential): $97,425

Staff Recommendation: Move that the Council approve.

2.                     Move that the Council not approve and provide staff with additional direction.

 

Background: The City of Port St. Lucie recently acquired the twenty-two (22) Securities and Exchange Commission Receiver-held parcels. The City is looking to initiate master planning efforts to include strong public engagement opportunities in developing a successful plan and corresponding implementation strategy. The City is engaging Treasure Coast Regional Planning Council to lead the master planning effort and the economic analysis is an integral part of developing the master plan in a timely manner.

 

Issues/Analysis: Section 35.03 of the City’s Code of Ordinances outlines certain procedures that shall be used for the ordering, contracting, or furnishing of materials, supplies, equipment, or contractual services for any city department, office, or agency. Specifically, Section 35.03(b) provides that the “city manager may authorize purchases in excess of $75,000.00, but not more than $100,000.00 for non-construction related purchases, where the city manager has determined circumstances require immediate requisition of goods or services; thereafter, the city manager shall justify said requisitions to the city council and request council ratification thereof.”

                     

Financial Information: The CRA is seeking approval to utilize PFM Financial Advisors LLC for Economic Consulting Services for the City Center Master Plan with a contract amount of $97,425.

 

Special Consideration: This contract is a companion item to the Interlocal Agreement with Treasure Coast Regional Planning Council (2022-287).

 

Location of Project: City Center is located at the southeast corner of U.S. Highway One and Walton Road.
