6.                     Benefits to Port St. Lucie: To enhance water quality in the St. Lucie River, recharge the local water table, retain storm water generated on the property and store excess water pumped from the C-23 canal.

7.                     Cost to Port St. Lucie (Annual and Potential): One-time expense of $2,520,843.

Staff Recommendation: Move that the Council award Contract #20210060 and enter into a unit price contract for the construction of the McCarty Ranch Extension Water Quality Restoration Project for Area #4 with Loren Jock Trucking, Inc.

 

Alternate Recommendations:

1.                     Move that the Council amend the recommendation and award Contract #20210060.

2.                     Move that the Council not approve Contract #20210060 and provide staff with direction.

 

Background: McCarty Ranch Extension is made up of 1,944 acres and was purchased by the City for water storage for the future McCarty Ranch Extension surface water treatment facility to provide potable water to customers in their service area. An existing 40-deep 100-acre reservoir exists on the site and the construction of 6 shallow reservoirs are planned for the built-out of water quality restoration project. Area 7 will be constructed on the McCarty Ranch Preserve property.

 

Areas 1, 2 & 3 have been completed and are in operation.

 

Area 4 will consist of a 286-acre reservoir to hold water pumped out of the C-23 canal plus captures rainwater. It will hold back 1.0 billion gallons of fresh water discharged by the C-23 canal annually. The stored water will eventually evaporate into the air and seep into the ground to recharge the shallow aquifer. Overall, the build-out of all 7 areas will hold back 8.884 billion gallons, or 21% of the C-23 canal flow from entering the North Fork of the St. Lucie River and ultimately the sensitive Indian River Lagoon, reducing the phosphorous levels by 7,703 pounds and nitrogen levels by 56,959 pounds annually.

 

An E-Bid was issued on June 17, 2021 to 1,367 potential suppliers. There were 52 plan holders with 4 proposals being received on August 3, 2021. All bids were responsive.

 

Issues/Analysis: Staff has reviewed the proposals and finds that Loren Jock Trucking, Inc. is the lowest responsive responsible bidder. This project is partially funded by a grant from the Florida Department of Environmental Protection Agency (FDEP) and South Florida Water Management District (SFWMD) therefore, the award must be made to the lowest responsive responsible bidder. Loren Jock Trucking, Inc. has performed several successful projects for the City.

                     

Financial Information: Funds are appropriated in the adopted budget FY 2020-2021 budget for the Utility CIP Fund / McCarty Ranch / Improvements O/T Building / Water Quality Restoration (#448-3314-563000-Y1732).

 

Special Consideration: Per Amendment 1 to the FDEP Grant Agreement, the project must be completed by June 30, 2023.
