2. Parties: City of Port St. Lucie and CivilSurv Design Group, Inc.
3. Purpose: To convey some wastewater to the Northport system via the proposed piping.
4. New/Renewal/Modified: Modified.
5. Duration: Through June 12, 2023.
6. Benefits to Port St. Lucie: The current project is part of the multi-phase plan to transfer wastewater flow from the Southport area to the Northport Service area to reduce the flow to the Westport Wastewater Treatment Facility. Amendment #2 provides changing the force main size from 8-inch to 12-inch during the design to connect to the next phase. By increasing the force main size, this will allow the size of the proposed 2-mile long, 16-inch force main in the next phase, to be reduced in size to a 12-inch diameter. Thus, reducing the overall cost of the two projects by an estimated $800,000.00
7. Cost to Port St. Lucie (Annual and Potential): An additional $12,860.00. Amendment #1 for $21,780.00 has already been processed as it did not require Council approval. The addition of Amendment #2 exceeds the threshold of $25,000.00 which now requires Council approval. The new Contract amount is $198,530.00.

Staff Recommendation: Move that the Council approve Amendment #2 to Contract #20200121 for the Design & Permitting of the Northport Force Main Phase 2 Project with CivilSurv Design Group, Inc.
Alternate Recommendations:
1. Move that the Council amend the recommendation and approve Amendment #2 to Contract #20200121.
2. Move that the Council not approve Amendment #2 to Contract #20200121 and provide staff with direction.
Background: During the design process, it was discovered that the 8-inch force main could not be installed within the right-of-way adjacent to US #1 as defined by the open cut method and was changed to horizontal directional bore (HDD) due to layout requirements. The crossing of US #1 by HDD was reviewed by local contractors who stated it was acceptable and the City has previously used HDD under US #1 on a similar project for a 24-inch force main.
Issues/Analysis: Staff has reviewed the proposed changes described herein and finds it to be fair and reasonable.
Financial Information: Funds are appropriated in the Utility CIP Fund / Preventative Maintenance / Improvements O/T Building (#448-3516-563000-00000).
