Summary Brief (Agreements/Contracts only)
1. Prepared by: Angelene Frederick, Procurement Contracting Officer I (PMD).
2. Parties: City of Port St. Lucie and Guardian Alarm of Florida LLC d/b/a Guardian Hawk Security (“Guardian Hawk”).
3. Purpose: To provide physical security services to all City departments within the City of PSL.
4. New/Renewal/Modified: Modified.
5. Duration: No additional time was added to the current Contract Term of October 1, 2024 - September 30, 2025, with annual renewals.
6. Benefits to Port St. Lucie: Guardian Hawk maintains the City’s Fire Alarm monitoring, Burglar Alarms monitoring, Access Control, CCTV, Gate Maintenance, installation and maintenance services; therefore, providing safety to the City’s Facilities and Structures.
7. Cost to Port St. Lucie (Annual and Potential): The City anticipates a new estimated annual expenditure of $186,605.55. Future expenditures will be appropriated each budget year.

Staff Recommendation: Move that the Council approve Amendment #1 to Contract #20240129 to add additional services to the Security and Fire Alarm Monitoring Contract with Guardian Hawk.
Alternate Recommendations:
1. Move that the Council amend the recommendation and approve Amendment #1 to Contract #20240129 with Guardian Hawk.
2. Move that the Council not approve Amendment #1 to Contract #20240129 and provide staff with direction.
Background: Guardian Hawk was determined to be a sole source service provider in support of the City’s current system. This Amendment #1 adds additional services to the existing Contract. Staff is requesting additional services be added along with hourly rates for the additional services.
Issues/Analysis: Staff has reviewed the Amendment and finds it acceptable. IT recommends approval of Amendment #1 to Contract #20240129 due to the nature of the services provided by the Contractor and the needs of the City.
Financial Information: Funds are appropriated in the General Fund for FY 2024-2025 budget in various City Departments.
