3.                     Purpose: To develop environmentally responsible shade systems that help parks stay cool, safe, and inviting while supporting long-term community wellbeing.

4.                     New/Renewal/Modified: New.

5.                     Duration: This Agreement shall be effective from the date upon which all parties have executed it through August 31, 2030.

6.                     Benefits to Port St. Lucie: Implementing shade systems in parks provides the City with numerous benefits, including improved public health by reducing heat-related risks and encouraging safe outdoor activity, increased park usage throughout the day and year, and enhanced quality of life through more comfortable and inviting public spaces. Shade structures also support sustainability goals by helping mitigate urban heat, protecting park equipment from sun damage, and extending the lifespan of City assets. Additionally, they contribute to economic and community benefits by boosting neighborhood appeal, reducing long-term maintenance and healthcare costs, and creating more usable spaces for recreation, events, and community engagement.

7.                     Cost to Port St. Lucie (Annual and Potential): The estimated total cost for the fouryear agreement term is $2,000,000.00, based on an anticipated annual expenditure of $500,000.00. This projection reflects the expected level of services and historical usage patterns over the contract period.

Staff Recommendation: Move that the Council approve, per Code Section 35.08(a)(9), to Piggyback the School District of Manatee County Agreement #26-0041-MR for Park and Playground Equipment.

 

Alternate Recommendations:

1.                     Move that the Council amend the recommendation and approve the piggyback of the School District of Manatee County Agreement #26-0041-MR for Park and Playground Equipment.

2.                     Move that the Council not approve the piggyback of the School District of Manatee County Agreement #26-0041-MR for Park and Playground Equipment and provide staff with direction. of Park and Playground Equipment with Shade America Inc. and provide staff with direction.

 

Background: The Parks and Recreation Department desires to piggyback the School District of Manatee County Contract #26-0041-MR for  Park and Playground Equipment specifically items 3, 5, 6, 7, 8, and 9 on the contract to design, install, supply shade systems, labor, and subcontractor’s services for future shade system requests at various locations throughout the City. Contract terms are requested to match Manatee County contract.

 

Issues/Analysis: Staff has reviewed the contract rates and determined they are reasonable, acceptable, and compliant with the City’s procurement ordinance. Leveraging the Manatee County Schools Contract for Park and Playground Equipment represents a strategic approach that enables the City to optimize operational efficiency, reduce costs, and ensure the availability of high-quality shade systems in City parks.

                     

Financial Information: Funds are appropriated in General Fund CIP (301) / Parks Impact Fee CIP (305)/ Parks (7210) / Improvements Other than Building (563000).

 

Special Consideration: This agreement is a Piggyback on Manatee County Schools Contract No. 260041MR for “Park and Playground Equipment,” specifically covering items 3, 5, 7, 8, and 9.
