5.                     Duration: 150 calendar days with no option to renew.

6.                     Benefits to Port St. Lucie: Replace an under-sized station that was over 40 years old. 

7.                     Cost to Port St. Lucie (Annual and Potential): One-time expense in the amount of $590,946.

Staff Recommendation: Move that the Council award Contract #20210016 and enter into a unit price contract with Felix Associates of Florida, Inc. for the replacement of Lift Station SP-16.

 

Alternate Recommendations:

1.                     Move that the Council amend the recommendation and award Contract #20210016.

2.                     Move that the Council not award Contract #20210016 and provide staff with direction.

 

Background: The SP-16 Lift Station was built over 40 years ago when there were only a few hundred homes in the area. Later, when the population grew 2 more lift stations were built. The 2 newer lift stations pumped into the same force main and delivered higher flows at higher pressures. They overpowered SP-16 and reduced its pumping rate causing it to overflow during heavy rains. To address the issue, the City built a new force main and is now proposing to build a new lift station to prevent this from occurring again.

The project consists of abandoning small sections of the exiting 6 inch force mains and low pressure mains at the site of the existing lift station. The new site for the proposed lift station will consist of installing a new 6 inch PVD force main and connecting to an existing 12 inch force main, installing  a new 6 inch PVC low pressure main and connecting to an existing 6 inch low pressure main.

An E-Bid was issued on December 17, 2020 to 1,70 potential suppliers. There were 40 plan holders with 1 proposal being received on January 20, 2021.

 

Issues/Analysis: The proposal that was received exceeded the proposed budget. PMD issued a Best & Final Offer BAFO) to the proposer. Staff reviewed the BAFO and finds it provides the best value to the City. Felix Associates of Florida, Inc. has completed numerous successful projects for the City over the last several decades and is a local Contractor.

                     

Financial Information: Funds are appropriated in the FY 2020-2021 budget for the Utility Renewal & Replacement Fund / Lift Stations / Improvements O/T Buildings (#438-3380-563000-00000).

Location of Project: Due to Homeland Security, the location is not disclosed.
