Strategic Plan Link: The City's Goal of a high-performing city government organization.

 

Executive Summary (General Business): Management Directed Policy #17-02 dictates that the City’s Pay Plan shall be reviewed and approved by the City Council annually.  Annual review enables the various City departments to review an approved document from which to develop annual budgets in regard to personnel management; ensures the Pay Plan remains up-to-date; provides a consistent document from which to conduct periodic market-based reviews of select/specific positions; provides the Council with an annual perspective of how current market and economic factors are impacting the workforce; and provides a current reference document for conducting future Pay and Classification studies.   The City Council last approved revisions to the City’s civilian Pay Plan in January of 2021. Since that time, there have been numerous revisions to the Plan due to the creation of new position titles, reclassification/reallocation of current positions, and adjustments to the pay grades assigned to positions based on market research

 

Presentation Information: Staff is available to answer any questions the Council may have.

 

Staff Recommendation: Move that the Council approve the revised Pay Plan.

 

Alternate Recommendations:

1.                     Move that the Council amend the recommendation and approve the revised Pay Plan.

2.                     Move that the Council provide staff direction.

 

Background: The City of Port St. Lucie is a dynamic and growing organization that requires regular review and updates to personnel assignments.

 

Issues/Analysis: The Human Resources Department conducts a job analysis whenever a position is deemed to be below market, or when a new position title is created.  Market research is conducted to compare and contrast similar positions across comparable markets to ensure that the City is providing a fair market rate of pay for the work performed.

                     

Financial Information: Any revisions that have been made to the Pay Plan have been financed with funds available through the annual budget as approved by Council.
