Executive Summary (General Business): Staff requests City Council to adopt Resolution 26-RXX and approve the updated Public Works fee schedule. The proposed fee schedule updates existing fees and establishes new fees for services currently provided at no charge to better align fee revenue with the cost of providing Public Works services. The proposed schedule also provides for annual inflationary adjustments to help maintain cost alignment over time.

Background: The Public Works fee schedule has not undergone a major update since 2012. However, in 2020, the City engaged third-party consultant MGT Impact Solutions to conduct a cost recovery study, which determined that fees were generally achieving full cost recovery. As a result, no fee adjustments were made at that time. In accordance with the City’s Cost Recovery Policy, which establishes a 3-5 year review cycle, the City initiated a comprehensive review of its Public Works user fees. MGT Impact Solutions was again retained to evaluate the current cost of providing these services. Based on the study’s findings, staff developed the proposed fee schedule, which includes adjustments to existing fees and the establishment of new fees for certain services currently provided at no charge. Stakeholder meetings were held on July 8 and July 16, 2026, with both in-person and virtual participation available. The proposed fee schedule and recordings of the stakeholder meetings have been available on the City’s website since July. The proposed fee schedule is intended to better align fees with current service costs, reduce the funding shortfall covered by the Road and Bridge and Stormwater Funds, and support a more sustainable approach to cost recovery going forward.

Financial Information: Under the proposed fee schedule, cost recovery is projected to increase to approximately 94%, generating an estimated $2.5 million in additional annual revenue. This additional revenue will reduce the shortfall covered by the Road and Bridge and Stormwater Funds, preserve resources for core City services, and better align the cost of services with those who directly benefit from them.
