3.                     Purpose: To amend the scope of work for Design of the New Public Works Administration Building due to the venue change from the existing site at Thornhill Drive to the new property at SW Cameo Blvd. and SW Crosstown Parkway.

5.                     Duration: No additional time is currently requested.

6.                     Benefits to Port St. Lucie: The relocation of the New Public Works Building to the Cameo site will consolidate the City’s Public Works operations into a hurricane-rated facility to optimize the Public Works Department’s ability to provide the City and its residents with the appropriate services in a timely manner, including those required following a natural disaster and/or weather event.

7.                     Cost to Port St. Lucie (Annual and Potential): Amendment #1 adds an additional $596,800.00 for a new Contract amount of $1,735,067.98.

Staff Recommendation: Move that the Council approve Amendment #1 to Contract #20240046 with BEA Architects, Inc. for Professional Design Services for a New Public Works Administration Building.

 

Alternate Recommendations:

1.                     Move that the Council amend the recommendation and approve Amendment #1 to Contract #20240046.

2.                     Move that the Council not approve Amendment #1 to Contract #20240046 and provide staff with direction.

 

Background: BEA Architects, Inc., is currently under contract with the City and is actively working on the design of the new Public Works Administration Building.  The scope of work is being amended to include the necessary design elements to change the building’s location to the Cameo site. The change in location was determined due to the added costs and time it would have required for FPL transmission line relocations at the previous Thornhill location.

 

The Public Works Department acts in the capacity of “first responder” for the City of Port St. Lucie. The Department is currently housed in three separate physical locations, which adversely affects the Department’s ability to provide the City with appropriate services following a natural disaster and/or weather event, such as a hurricane. At this time, two of the three independent structures are not rated to withstand strong winds associated with hurricanes and none of them can house the entire Public Works Department as a whole.

 

Relocation of the New Public Works building to the Cameo site will generate cost and time savings to the City of approximately $2 million and 2 years respectively as a result of not having to relocate FPL transmission lines; and it will avoid additional costs associated with demolition and delays of construction, and from having added costs by keeping a building open during an active construction site.  Additionally, by Public Works vacating the Thornhill Compound and no longer tearing down the existing building(s), this allows for the existing building(s) to be repurposed for other City uses.

 

City Council approved the relocation of the facility to the Cameo site, at the September 22, 2025, Council meeting.

 

Issues/Analysis: Staff has reviewed the proposed changes described herein and found them to be fair and reasonable.

                     

Financial Information: The funds are appropriated in Road & Bridge CIP Fund / Operations / Buildings (304- 4105-562000-00000).
