6. Benefits to Port St. Lucie: Provide a park with amenities such as a BMX regulation-sized Racetrack Facility, lighted baseball fields, a lighted multipurpose field, three (3) unlighted multi-purpose practice fields, and a bicycle safety learning facility.

Staff Recommendation: Move that the Council waive the bidding, per Chapter 35.04(c), good cause shown, and approve Contract #20230085 Design Services for the BMX Racetrack at Tradition Regional Park with Action Sports Design, LLC.

Background: Tradition Regional Park development is a key initiative of the PSL Parks and Recreation Department’s 10-Year Master Plan and the City's Strategic Plan Goal 6: Culture, Nature, and Fun Activities. Tradition Regional Park will be the first regional park for the City of Port St. Lucie. USA BMX has the largest youth cycling program in the world with over 14,000 events, 320 sanctioned tracks, and generating more than 550,000 participants annually. USA BMX runs the USA National Championships for both the US National Teams and for Olympic qualifying points at the World Cup. USA BMX has impacted over 225,000 students and at-risk youth nationwide through both STE(A)M education in schools and the RISE mentorship initiative in underserved communities. As a USA BMX sanctioned facility, the Tradition Regional Park BMX Track will receive programming and activation that will guarantee events for economic development, insurance for events and practice, programming through the foundation, and a 5-year licensing package. Action Sports Design, LLC (ASD, LLC) is prepared to perform all tasks outlined within the proposed scope of work for the planning, design, construction documents, bidding, and construction administration for the City of Port. St. Lucie’s Integrated BMX Racetrack Facility, pump track, and bicycle safety learning facility. Their mission is to elevate urban parks and communities with profitable operational programming and sports-tourism economic impact through inclusive cycling programs and facilities for all ages and skill level.
Issues/Analysis: ASD, LLC is an international consulting firm specializing in planning, design, engineering, and construction of BMX facilities. With over 45 years of experience designing and building BMX tracks across the country, the need for quality control and quality assurance in all design/dirt shaping efforts is paramount for not only the rider's safety and high-level performance, but also for maintenance and operational standards. USA BMX is committed to implementing innovative solutions to elevate the facilities within the industry. ASD, LLC culminates the intellectual property of USA BMX to standardize the design requirement/tolerances to meet operating procedures and protocols. Therefore, staff reviewed the quote and finds that ASD, LLC provides the best value to the City.
Financial Information: Funds are appropriated in Parks CIP / Parks & Recreation / Professional Services (#305-7210-531000-00000).
Special Consideration: ASD, LLC is an authorized and approved design team for USA BMX that will provide copyrighted design and construction documents for the development of new facilities sanctioning Racing, Freestyle, and Pump track events. As such, ASD, LLC will be responsible for designing and creating construction documentation for the Tradition Regional Park USA BMX sanctioned racetrack facility, pump track, and bicycle safety learning facility.
