Executive Summary (General Business):Design of new raw water mains to connect to the new Floridan Wells F-37, F-38, and F-39 to provide immediate water supply to the JEA Water Treatment Facility.

Staff Recommendation: Move that the Council approve the shortlist for the Electronic Request for Proposals (eRFP) # 20210022 for Design & Permitting of the Western 30" & 24" Raw Water Main Projects and begin negotiations with Kimley Horn and Associates, Inc., who was the highest ranked firm. In the event the City and the highest ranked firm cannot reach an agreement; the City shall formerly end negotiations by written notification to the firm. The City shall then enter negotiations with the next highest ranked firm and attempt to negotiate a contract with that firm. The process will continue until the City has successfully negotiated a contract or reject all proposals for award.
Alternate Recommendations:
1. Move that the Council reject eRFP # 20210022 and provide staff with direction.
Background: The raw water mains will connect three (3) additional wells located west of the existing Floridan wellfield to the James E. Anderson (JEA) Reverse Osmosis water plant. The additional wells are a recommendation by SFWMD to help address the rising salinity levels in the existing wells and to maintain the current rated capacity of the JEA plant.
Issues/Analysis: An eRFP was advertised on DemandStar on February 10, 2021, with a proposal due date of March 12, 2021. During the advertisement period, 2,213 suppliers were notified, 32 of those downloaded plans and 6 submitted proposals. On March 31st, 2021, PMD held a public meeting where the committee members met to review and discuss their individual scores. The committee voted to have presentations and discussions on April 13th, 2021 with CAPTEC Engineering, Inc., Culpepper & Terpening, Inc. and Kimley Horn and Associates, Inc.
The Evaluation Committee has reviewed and scored all proposals and the rankings are as follows: (1) Kimley Horn and Associates, Inc. (2) CAPTEC Engineering, Inc. and (3) Culpepper & Terpening, Inc.
The presentations and discussions allowed the committee to gain a better understanding and more insight into the firm’s qualifications and experience. Firms also elaborated on their approach and workplan for completing this project. The committee has selected Kimley Horn and Associates, Inc. as the top-ranked firm because of their vast experience and proven track record specializing in similar work.
Financial Information: The funds are appropriated in Utility CIP Fund/ JEA Plant/ Design Services (448-3312-563004-00000).
