Summary Brief (Agreements/Contracts only)

2.                     Parties: City of Port St. Lucie and J.W. Cheatham, LLC.

3.                     Purpose: To construct the extension of the Anthony F. Sansone Sr. Blvd. within Legacy Park at Tradition Center for Commerce.

4.                     New/Renewal/Modified: New.

5.                     Duration: 365 calendar days with no option to renew.

6.                     Benefits to Port St. Lucie: To construct the extension of the Anthony F. Sansone Sr. Blvd. that will continue with the overall development of the Legacy Park at Tradition Center for Commerce.

7.                     Cost to Port St. Lucie (Annual and Potential): One-time expenditure of $10,307,551.17.

Staff Recommendation: Move that the Council award Contract #20230077 and enter a unit price contract with J.W. Cheatham, LLC for the construction of the extension at the Anthony F. Sansone Sr. Blvd. Phase 3 Project.

 

Alternate Recommendations:

1.                     Move that the Council amend the recommendation and award Contract #20230077.

2.                     Move that the Council not approve Contract #20230077 and provide staff with direction.

 

Background: The City Council identified the development of the Southern Grove Master Plan to meet the goals of a diverse local economy and employment opportunities with the initiative of building out Southern Grove, as a strategic priority. In February 2021, the City Council adopted the Southern Grove Master Plan, as prepared by the Treasure Coast Regional Planning Council, which included findings and recommendations pertaining to infrastructure development needs. Most parcels that have access to readily available infrastructures services have been sold or are currently under Purchase and Sale.

 

An E-Bid was issued on June 16, 2023, to 1,776 potential suppliers. There were 64 plan holders with 5 proposals being submitted.

 

Issues/Analysis: Staff has reviewed the proposals and finds that J.W. Cheatham, LLC provides the best value to the City. J.W. Cheatham, LLC has performed several successful projects for the City and is not a local vendor.

                     

Financial Information: Funds are appropriated in the CIP General Fund / General Government / Improvements O/T Building (#301-1900-563000-00000).
