Summary Brief (Agreements/Contracts only)

1.                     Prepared by: Robyn Holder, CPPB (PMD).

2.                     Parties: City of Port St. Lucie, Kohler Power Systems, Caterpillar, Inc., Cummins, Inc., Generac Power Systems, and MTU Americas dba Rolls-Royce Solutions America, Inc. as well as all authorized dealers under these manufacturers.

3.                     Purpose: To purchase various generators as needed.

4.                     New/Renewal/Modified: New.

5.                     Duration: The initial term is 11/23/2022 through 11/22/2026 with the option for a one-year renewal period.

6.                     Benefits to Port St. Lucie: To utilize the Sourcewell Cooperative Contract when generators are needed for the contract term at competitive prices.

7.                     Cost to Port St. Lucie (Annual and Potential): The first purchase is for the new emergency generator at Building B - $949,509.22. Future expenditures will be in the approved budget each fiscal year.

Staff Recommendation: Move that the Council approve, per Code Section 35.08(a)(9), to participate in the Sourcewell Cooperative Contract #RFP-092222 with all the awarded companies for Electrical Energy Power Generation Equipment with Related Parts, Supplies, and Services.

 

Alternate Recommendations:

1.                     Move that the Council amend the recommendation and approve participating in the Sourcewell Cooperative Contract #RFP-092222 with all awarded companies.

2.                     Move that the Council not approve and provide staff with direction.

 

Background: The first purchase is to direct-buy the emergency generator for Building B. The new generator will service the entire building with full power during any power outages due to hurricanes or other major events. This building houses the Emergency Operations Center and must have the capabilities to operate. These large generators have very long leads times and in order to meet the HMGP Grant timeline, the generator needs to be ordered as soon as possible. All future purchases will be based on the approved budgets each fiscal year.

 

Sourcewell is a service cooperative created to provide programs and services to members in the government, education, and non-profit sectors. Its statutory purpose is to assist members in meeting specific needs which are more efficiently delivered cooperatively than by an individual entity. Sourcewell is a self-supporting government agency with oversight from a board of publicly elected officials.

 

Issues/Analysis: Staff has reviewed the Sourcewell Cooperative Contract and finds that it meets the needs of the City and meets the requirements of the City’s procurement ordinance.

                     

Financial Information: Funds are appropriated in the CIP General Fund / Government / Machinery & Equipment (#301-1900-564400-0000).

 

Special Consideration: The City has received a Hazard Mitigation Grant Program from F.E.M.A. that will partially fund this project.

 

Location of Project: Building B, 121 SW Port St. Lucie Blvd.
