Strategic Plan Link: The City’s Mission to plan for smart and balanced growth.

 

Executive Summary (General Business): This is an application for a major site plan that will include a 136,789 square foot home improvement store, 5,915 square foot convenience store and gas facility, associated parking and other site improvements, and five (5) out parcels for future development.  The subject property is a 21.35 acre parcel known as Tract C-1, Kenley Subdivision Plat.  It abuts Tract B-1, Kenley Subdivision Plat , to the north.  Both parcels are located within the Southern Grove 8 Master Planned Unit Development (MPUD).  An access management plan has been approved for the parcels as depicted on the MPUD concept plan.  The two (2) parcels will share a driveway that will be located at the southern end of Tract B-1.  This will be a full access driveway that aligns with Legacy Park Drive on the west side of Village Parkway.  It will become a signalized intersection per the Traffic Signal Agreement among Mattamy Palm Beach, LLC, the Port St. Lucie Governmental Finance Corporation, and the City of Port St. Lucie.  A cross access easement is required between the two (2) parcels to allow the SG 8 site plan on Tract C-1 to utilize the driveway on Tract B-1.  In addition, and as depicted on the site plan and associated landscape plan, the required northern perimeter landscape buffer for the site plan is also located on the adjacent Tract B-1.  A landscape easement is required.  A drainage easement is also required along the southwestern corner of Tract B-1 per the Public Works Department in relation to drainage for SW Hegener Drive. A utility easement to provide a connection to the lift station on Tract B-1 to Tract C-1 is also necessary.

 

Presentation Information: Staff may provide a short presentation. 

 

Staff Recommendation: Move that the Council approve the site plan as recommended by the Site Plan Review Committee and subject to the following conditions of approval:

 

1.                     A cross access easement and a landscape easement between the owners of Tract B-1, Kenley Subdivision, and Tract C-1, Kenley Subdivision, are recorded for the driveway at the southern end of Tract B-1 prior to the issuance of the first building permit.

2.                     A drainage easement for the SW corner of Tract B-1 is recorded prior to the issuance of the first building permit.

3.                     An easement is provided for lift station on Tract B-1 before the issuance of the first building permit. 

 

 

Alternate Recommendations:

1.                     Move that the Council amend the recommendation and approve the site plan as recommended with the conditions noted above. 

2.                     Move that the Council not approve the site plan and provide staff direction. 

 

Background: The Site Plan Review Committee recommended approval of the site plan at their meeting of January 24, 2024. 

 

Issues/Analysis: There is an associated subdivision application, P23-206, that subdivides the 21.35 acre property into eight (8) parcels.  Since the site plan is designed to provide shared access between the parcels, shared drainage, and shared landscaping, a Unity of Control or similar type instrument is required to identify the subject property is considered as one unified development for site planning purposes regardless of ownership.
