Summary Brief (Agreements/Contracts only)

1.                     Prepared by: Michelle Fentress, Procurement Agent I, PMD.

2.                     Parties: City of Port St. Lucie and SHI International.

3.                     Purpose: To upgrade the SQL Server Standard licensing to SQL Server Enterprise licensing.

4.                     New/Renewal/Modified: New.

5.                     Duration: The initial term began on October 30, 2019 and is a 4-year term ending October 30, 2023.

6.                     Benefits to Port St. Lucie: This will allow the City to run an unlimited amount of SQL Servers to meet the growing demand and give the City a cost-effective path for migrating the SQL Servers to the cloud.

7.                     Cost to Port St. Lucie (Annual and Potential): The initial upgrade from the Standard SQL Server to the Enterprise SQL Server for the existing cores is $107,146.62.  Yearly estimated increase to the Microsoft Enterprise Agreement will be $36,812.32.  Future expenditures will be as appropriated in each year’s budget.

Staff Recommendation: Move that the Council waive the bidding, per Chapter 35.04(c), good cause shown, and approve participating in the Sourcewell Coop Contract #081419-SHI for Technology Catalog Solutions with SHI International.

 

Alternate Recommendations:

1.                     Move that the Council amend the recommendation and approve participating in the Sourcewell Coop Contract #081419-SHI.

2.                     Move that the Council not approve and provide staff with direction.

 

Background: The City’s host servers were upgraded to provide high capacity based on the City’s overall usage.  This requires the SQL Server licensing to be upgraded to match the hardware specifications of the upgraded hosts.

 

Issues/Analysis: Staff has reviewed the Sourcewell Coop Contract and finds that it meets the needs of the City and meets the requirements of the City’s procurement ordinance.

                     

Financial Information: Funds for IT are appropriated in the General Fund / Information Technology / Computer Software & Accessories (#001-1320-552201-00000).  Future projects will be appropriated in each year’s budget.

 

Special Consideration: Sourcewell is a service cooperative created to provide programs and services to members in the government, education, and non-profit sectors.  Its statutory purpose is to assist members in meeting specific needs which are more efficiently delivered cooperatively than by an individual entity.  Sourcewell is a self-supporting government agency with oversight from a board of publicly elected officials.
