2. Parties: City of Port St. Lucie and South Florida Water Management District (“SFWMD”).
3. Purpose: To amend Grant Agreement 4600004145 to grant the City an extension and to remove Area 6 from the scope.
4. New/Renewal/Modified: Modified.
5. Duration: The estimated time for reimbursement request package and Project Summary Report is February 28, 2025.
6. Benefits to Port St. Lucie: This Amendment removes Area 6 from the Project site scope and extends the timeframe for completion of Area 5 to February 28, 2025.
7. Cost to Port St. Lucie (Annual and Potential): There is no additional funding required as part of this Amendment.

Staff Recommendation: Move that the Council approve Resolution 24-R16 authorizing the City Manager to execute Amendment #2 to Grant Agreement 4600004145 with the SFWMD.
Alternate Recommendations:
1. Move that the Council amend the recommendation and approve the Resolution.
2. Move that the Council not approve the Resolution and provide staff direction.
Background: McCarty Ranch Extension Water Quality Restoration project is a multi-year, multi-phase water supply and quality restoration effort that is currently being constructed on City of Port St. Lucie (City or Recipient) property located adjacent to the SFWMD C-23 Canal in the St. Lucie River and Estuary Basin. The McCarty Ranch Extension Areas 3, 4, and 5 impoundments are constructed as part of a 1,943-acre project. The impoundments will be constructed with 7-foot high berms, with a top elevation at 35.0-foot NAVD, 4:1 side slopes, and a 15-foot top width. Fill for the berms will be generated by excavation of borrow canals within the impoundment, and also seepage canals south of the southern berm and north of the northern berm.
Issues/Analysis: This Amendment extends the agreement to March 31, 2025 and removes Area 6 from the Statement of Work Exhibits.
Financial Information: Total reimbursement payment by SFWMD for all work completed shall not exceed the amount of $1,000,000.00. The total Project Construction cost is estimated at $5,725,169.00.
Special Consideration: This Amendment modifies the Grant Agreement to remove Area 6 and include Area 5. Areas 3 and 4 have already been completed.
Location of Project: McCarty Ranch Water Quality Restoration Areas 3, 4 and 5.
