Background: On May 22, 2000, the City Council passed and approved Ordinance 98 which amended Chapter 98 serving to repeal Ordinance 95-56 which was the City's Emergency Management Plan, and substitute the CEOP titled "Emergency Operations Plan, 2000." On September 11, 2006, the City Council passed and approved an amendment to Chapter 98 State of Emergency Plan of the Code of Ordinances amending the Emergency Operations Plan and Sections 98.01 Definitions, 98.04 Powers during an emergency and, Section 98.11 Emergency Response Plan. Amendments to Chapter 98 of the State of Emergency Plan under the Code of Ordinances filed under Ordinance 22-372 will alter sections of the code of ordinances described under the executive summary and promote the City’s Emergency Management Plan from a Comprehensive Emergency Operations Plan (CEOP) to a Comprehensive Emergency Management Plan (CEMP). A CEMP must align with the County’s CEMP and the State’s CEMP enabling a smooth response throughout a disaster between jurisdictions. A City CEMP is cross examined by City, County and State Emergency Management Staff to assure the agencies CEMPs all align.
Issues/Analysis: Adoption of this Ordinance aligns the City of Port St Lucie’s response methods with the nationally accepted Incident Command System allowing national agencies assisting with response in Port St Lucie to be acclimated to the emergency response methods employed by the City.
Financial Information: Response to emergencies under a nationally approved model will improve the City’s financial reimbursement efforts with the Federal Emergency Management Agency (FEMA) during the disaster recovery phase.
