Summary Brief (Agreements/Contracts only)

1.                     Prepared by: Robyn Holder, CPPB (PMD).

2.                     Parties: City of Port St. Lucie and Rion Construction, LLC.

3.                     Purpose: To expand the City’s network of connected sidewalk infrastructure.

4.                     New/Renewal/Modified: New.

5.                     Duration: 180 calendar days from Notice to Proceed. There are no options for renewal.

6.                     Benefits to Port St. Lucie: The project makes significant improvements to ADA accessibility, signage, striping, drainage and stormwater management system within and around the project limits.

7.                     Cost to Port St. Lucie (Annual and Potential): One-time expense of $950,086.25.

Staff Recommendation: Move that the Council award Contract #20250199 and enter into a unit price contract with Rion Construction, LLC for the NW Volucia Drive Sidewalk Construction Project.

 

Alternate Recommendations:

1.                     Move that the Council amend and approve the recommended bid.

2.                     Move that the Council reject all bids and provide staff with direction to rebid or cancel the bid.

 

Background: Since 2006, the City has prioritized the design and construction of sidewalks citywide. The original areas were in proximity to schools and major roadways. The NW Volucia Drive sidewalk is on the 10-year Sidewalk Master Plan list approved by City Council.

 

The City has received funding through the Florida Department of Transportation (FDOT) Local Agency Program (LAP) Grant to construct certain sidewalks.

 

An Invitation to Bid (IFB) was issued on April 3, 2026 to 1,459 potential suppliers. There were 82 plan holders with 10 proposals being received on May 6, 2026. Of the 10 proposals received, there was 1 proposal that was deemed non-responsive.

 

Issues/Analysis: Staff have reviewed the proposals and found that Rion Construction, LLC provides the lowest responsive and responsible bid to the City. The project is funded through FDOT which requires the bid to be awarded to the lowest responsive and responsible bidder. FDOT has also provided their concurrence with this recommendation.

                     

Financial Information: Funds are appropriated in the Road & Bridge CIP Fund / Roads & Streets / Improvements O/T Building (#304-4105-563000-00000).

 

Special Consideration: This project is funded through the Florida Department of Transportation (FDOT) Local Agency Program (LAP).

 

Location of Project: NW Volucia Drive from NW Torino Parkway to West Blanton Boulevard.
