Summary Brief (Agreements/Contracts only)

1.                     Prepared by: Florida Department of Transportation (FDOT)

2.                     Parties: City of Port St. Lucie and FDOT

3.                     Purpose: Facilitate the removal of sidewalk that is beyond the existing PSL Blvd. South, right-of-way and for sloping, grading, tying in, harmonizing and reconnecting existing features with the proposed roadway improvements.

4.                     New/Renewal/Modified: New

5.                     Duration: Until completion of the roadway widening project, but not later than July 31, 2029.

6.                     Benefits to Port St. Lucie: Providing FDOT access to City owned property located adjacent to the PSL Blvd. South right-of-way will allow FDOT and the FDOT contractor to regrade a portion of City right of way to the finish grade of the roadway widening project.

7.                     Cost to Port St. Lucie (Annual and Potential): There is no cost to the City associated with this License Agreement.

Staff Recommendation: Move that the Council approve the resolution to authorize the City Manager, or his designee to execute the License Agreement.

 

Alternate Recommendations:

1.                     Move that the Council amend the recommendation and approve the resolution.

2.                     Move that the Council not approve the resolution and provide staff direction.

 

Background: The St. Lucie County Transportation Planning Organization (TPO) has designated Federal Funding from FHWA for the design, permitting, acquisition of property rights, and construction of public improvements on Port St. Lucie Boulevard South from Paar Drive to Darwin Boulevard. In accordance with Florida State Statutes and Federal funding provisions, FDOT is authorized to manage the Federally funded project on behalf of the City. The project improvements include widening the road from two to four-lanes, construction of sidewalks, lighting, drainage, traffic signals, and landscaping. The roadway design is complete, and construction is currently programmed in FDOT’s 5-year work program for FY 2024.

 

Issues/Analysis: A fully executed License Agreement is needed to allow FDOT and FDOT’s contractor access onto the described property.

                     

Financial Information: There is no cost to the City associated with this License Agreement.

Location of Project: Port St. Lucie Boulevard South, between Paar Drive and Alcantarra Boulevard.
