3. Purpose: To monitor and test wells, rehabilitate, and provide maintenance services.

5. Duration: The Contract expires February 11, 2023, unless amended.
6. Benefits to Port St. Lucie: The operation of wells are essential to providing utility services.
7. Cost to Port St. Lucie (Annual and Potential): The USD estimates annual expenditures of $120,000.

Staff Recommendation: Move that the Council waive the bidding, per Chapter 35.04(c), good cause shown, and approve participating in the City of Sunrise Bid #19-10-12-VH with Aquifer Maintenance and Performance Systems, Inc. (AMPS) for the purpose of wellfield maintenance services as needed.
Alternate Recommendations:
1. Move that the Council amend the recommendation and approve the Contract.
2. Move that the Council not approve the Contract and provide staff with direction.
Background: The City of Sunrise competitively procured the services required for annual wellfield maintenance via Bid #19-10-12-VH and Resolution 19-21 with AMPS for a three-year term. The Contract was subsequently renewed for an additional year. The City requires the services provided by AMPS at the same rates and terms as provided by the City of Sunrise.
Issues/Analysis: The USD has used the services provided by AMPS with success.

Special Consideration: These annual wellfield services are required to maintain the City’s wellfield and continue to provide utility services to the customers.
