Executive Summary: The City of Port St. Lucie’s Parks & Recreation Department plans to pursue a Land and Water Conservation Fund Program grant for enhancements to Tom Hooper Park and Promenade/Veterans Park at Rivergate as part of The Port District. Grant requirements include discussion of the project by the City’s Planning & Zoning Board, as the City does not have a designated advisory board responsible for park, recreation or leisure service activities.
Presentation Information: Kate Parmelee, Director of Strategic Initiatives & Innovation, will provide a brief presentation.
Staff Recommendation: Move that the Board hear a presentation on the grant, discuss and support the grant application.
Alternate Recommendations:
1. Move that the Board amend the recommendation and hear a presentation on the grant and discuss the grant application.
2. Move that the Board provide direction.
Background: The City of Port St. Lucie is planning to apply to the Florida Department of Environmental Protection for an approximately $1,000,000 Land and Water Conservation Fund Program grant to support enhancements to Tom Hooper Park and Promenade/Veterans Park at Rivergate as part of The Port District. A requirement of the grant is for the project is to be discussed at a regularly scheduled meeting of the applicant’s advisory board responsible for park, recreation or leisure service activities. The board must be an appointed group of citizens, such as a parks and recreation advisory board, who would normally review projects similar to the proposed grant application. Planning and zoning or similar boards may be used if a parks and recreation advisory board does not exist.
The City of Port St. Lucie does not have an advisory board responsible for parks, recreation of leisure service so the Planning & Zoning Board will serve in this role.

Location of Project: Tom Hopper Family Park is located at 2300 SE Rivergate Parkway. Veterans Park at Rivergate is located at 2200 S.E. Veterans Memorial Parkway. The Port Promenade site is located on SE Veterans Memorial Parkway.
