2. Parties: City of Port St. Lucie Utility Systems Department (“USD”) and Source Technologies LLC, a Florida limited liability company (“Contractor”).
3. Purpose: Provide proprietary chemical treatment services and maintain air scrubbing units at Lift Stations SP 16, NP 39, NP 41 and NP 22.
4. New/Renewal/Modified: New.
5. Duration: The Contract term spans five (5) years, beginning on October 1, 2024 and ending on September 30, 2029.
6. Benefits to Port St. Lucie: The USD requires a specific style, model, type, or manufacturer of air scrubbing units and chemical treatments that uniquely position these products to meet the USD needs for odor and corrosion control within the wastewater system.
7. Cost to Port St. Lucie (Annual and Potential): The USD estimates a total expenditure of $411,000.00 over the five-year period.

Staff Recommendation: Move that the Council waive the bidding, per the City’s Code of Ordinances, Sec. 35.08(a)(22) (sole source), and approve Contract #20240174 with Source Technologies LLC as the sole source provider to lease and maintain equipment and provide proprietary chemical treatment services at specified lift stations.
Alternate Recommendations:
1. Move that the Council amend the recommendation and approve Contract #20240174 with Source Technologies LLC.
2. Move that the Council not approve Contract #20240174 with Source Technologies LLC and provide staff with direction.
Background: The USD has been using Source STX Odor Control chemicals and services since 2021 when it was posted initially as a sole source. The proprietary chemical treatments for odor and corrosion control in wastewater systems using patented iron-based catalysts (STX and ETX). Regular inspections and maintenance of odor control units are at designated lift stations to ensure effective operations. The effective operation of these services is critical for odor and corrosion control within the wastewater system. The Contractor submitted a five-year proposal for this sole source which was posted on the bidding platform, with no other company response.
Issues/Analysis: Staff has reviewed the current price list and finds it acceptable. The USD recommends approval of Contract #20240174 due to the sole source nature of the Contractor and the compatibility requirements of the USD’s system.
Financial Information: Funds are appropriated in the Utility Operating Fund/Lift Station/Other Contractual Services (#431-3380-534000-00000).
