Executive Summary (General Business): The Port St. Lucie Police Department (PSLPD) is seeking permission from the City Council to apply for the FY 2022 Comprehensive Opioid, Stimulant, and Substance Abuse Program (COSSAP) under Subcategory 1b, (suburban area or medium-size county with a population between 100,000 and 500,000). PSLPD intends to apply for funding of $452,158 to obtain an Overdose Diversion/Intervention Detective position. This grant covers a project period of three years starting October 1, 2022, with no match.

Staff Recommendation: Move that the Council approve our request to apply for the 2022 Comprehensive Opioid, Stimulant, and Substance Abuse Program under subcategory 1b in the amount of $452,158 for an Overdose Diversion/Intervention Detective position.

Background: On April 18, 2022, the Port St. Lucie Police Department (PSLPD) received notification from the DOJ BJA Office of various competitive grant opportunities. Of those grant programs, PSLPD desires to apply for the FY 2022 Comprehensive Opioid, Stimulant, and Substance Abuse Program (COSSAP) under subcategory 1b, which has a due date of June 13, 2022.

 

Issues/Analysis: The Port St. Lucie Police Department intends to apply for this three-year DOJ BJA grant to obtain an Overdose Diversion/Intervention Detective. The goals of the position would be to focus on cases of opioid and other illegal drug overdoses. The traditional law enforcement response has proven inadequate to effectively address this growing concern in our community.  This Detective would not only be able to investigate the overdose cases but provide a critical service to the victims and families by connecting them to the community resources in place to address this issue.  The number of overdose cases has had a negative impact on our community and makes this position a vital necessity in our response to overdoses.  The total estimated (3) three-year cost is $452,158.
