3. Purpose: To construct a pair of reservoirs, 86.58 acres and 39.87 acres at the McCarty Ranch Extension to serve both as water quality restoration facilities and as future source of raw water for a future water treatment facility.
4. New/Renewal/Modified: New.
5. Duration: 270 calendar days.
6. Benefits to Port St. Lucie: This project enhances the water quality in the St. Lucie River, recharges the local water table and retains storm water generated on the property.
7. Cost to Port St. Lucie (Annual and Potential): An estimated one-time expense of $4,363,045.00.

Staff Recommendation: Move that the Council award Contract #20230059 and enter into a unit price contract with Dickerson Infrastructure, Inc. dba Dickerson Florida, Inc.

Background: McCarty Ranch Extension is made up of 1,944 acres and was purchased by the City for water storage for the future McCarty Ranch Extension surface water treatment facility to provide potable water to customers in the utility service area. An existing 40-feet deep 100-acre reservoir exists on the site and the construction of six shallow reservoirs are planned for the build-out of the water quality restoration project at the McCarty Ranch Extension.
Areas 1, 2, 3, and 4 are complete and are in operation. Areas 5 and 6 will consist of an 86.58-acre and a 39.87-acre pair of reservoirs to hold the water pumped out of the C-23 Canal plus water captured from rainfall. It is estimated to be able to retain approximately 0.5 billion gallons of fresh water discharged by the C-23 Canal annually. The stored water will eventually evaporate and seep over time; seepage will recharge the shallow aquifer. Upon build-out, it is estimated that all six areas will hold back 8.884 billion gallons, or 21% of the C-23 Canal flow from entering the Northfork of the St. Lucie River and ultimately the sensitive Indian River Lagoon, reducing the phosphorous levels by 18,477 pounds and nitrogen levels by 89,747 pounds annually.
An E-Bid was issued on May 3, 2023, to 1,752 potential suppliers. There 53 plan holders with six proposals being received on June 9, 2023. All proposals were deemed responsive.
Issues/Analysis: Staff has reviewed the proposal and finds Dickerson Infrastructure, Inc. dba Dickerson Florida, Inc. provides the lowest responsive and responsible bid to the City. Dickerson Infrastructure, Inc. dba Dickerson Florida, Inc. is a local vendor and has performed successful projects for the City.
Financial Information: Funds are appropriated in the FY2023 budget for the Utility CIP Fund / McCarty Ranch / Improvements O/T Building / Water Quality Restoration (#448-3314-563000-Y1732).
Special Consideration: The Utility Systems Department has obtained several grants for this project. Construction of the water quality restoration areas enhances the water quality in the St. Lucie River, recharges the local water table and retains storm water generated on the property.
