Summary Brief (Agreements/Contracts only)

1.                     Prepared by: Nadia Tourjee, Procurement Contracting Officer I, (PMD).

2.                     Parties: City of Port St. Lucie and Aquatic Vegetation Control, Inc. (AVC)

3.                     Purpose: To maintain City properties, tracts, and eradicate invasive vegetation.

4.                     New/Renewal/Modified: New.

5.                     Duration: Upon execution through 06/02/2027 with two (2) additional one-year renewals.

6.                     Benefits to Port St. Lucie: Mitigate invasive exotic vegetation and completion of chosen projects to clear/lessen the invasive vegetation for growth of native species.

7.                     Cost to Port St. Lucie (Annual and Potential): Estimated Annual Cost: $150,000. Future expenditures will be appropriated in each year’s budget.

Staff Recommendation: Move that the Council waive formal bidding pursuant to City Code of Ordinances, Section 35.08(a)(10)(b) (piggyback exception), and approve participation in the SFWMD Contract #4600004968, with AVC for Invasive Plant Control & Vegetation Management.

 

Alternate Recommendations:

1.                     Move that the Council amend the recommendation and approve participating in the SFWMD Contract #4600004968 with AVC.

2.                     Move that the Council not approve and provide staff with direction.

 

Background: Invasive exotics, such as Brazilian Pepper Trees, indiscriminately dominate the properties/tracts, whether owned by the City or within the City rights-of-way, throughout our community due to the clearing of native vegetation when the City originally was platted. Without taking corrective action to mitigate, the proliferation of invasive exotics will continue to adversely affect not only the City’s native Flora but also the quality of life for City residents.

 

Issues/Analysis: Staff has reviewed the SFWMD contract and finds that it meets the needs of the City and meets the requirements of the City’s procurement ordinance. Aquatic Vegetation Control, Inc. has been a service provider to the City for many years and has proven to be a reliable and responsible vendor.

                     

Financial Information: Funds are appropriated in the Stormwater Fund / Greenbelt & Waterway Maintenance / Aquatic Spraying (#401-4127-534113-00000).
