3. Purpose: To provide the necessary repairs and/or replacement of failed stormwater infrastructure, and other related project needs. This work supports the continued safety, functionality, and reliability of the City’s infrastructure and ensures timely response to areas requiring maintenance or improvement. Drainage right of way slopes have failed next to private property. Task Order #20260142 is to complete the E-8 Tampico Drive Canal Improvements.

5. Duration: Term of Task Order is nine (9) months with no option to renew.
6. Benefits to Port St. Lucie: This Task Order supports the City’s ongoing commitment to maintaining safe, reliable, and well-functioning infrastructure for both residents and visitors. By ensuring timely repairs and improvements, the City can reduce potential hazards, enhance overall mobility, and preserve the quality of life within our community. These efforts also help protect public assets, promote long-term sustainability, and reinforce confidence in the City’s ability to provide essential services.

Staff Recommendation: Move that the Council approve Task Order #20260142 for the E-8 Tampico Drive Canal Improvements as outlined in the 3-year Storm Water and Right of Way Preventive Maintenance and Repair Master Plan.
Alternate Recommendations:
1. Move that the Council amend the recommendation and approve Task Order #20260142.
2. Move that the Council not approve and provide staff with direction.
Background: Originally, the E-8 Tampico Drive Canal Improvements project was started under a previous grant; this portion included in Task Order #20260142, completes the project up to Control Structure B-12. The City maintains an ongoing program dedicated to replacing aging infrastructure, and contract services play an important role in supporting that effort. Utilizing this option gives our staff and field crews the flexibility to respond quickly to unplanned events, emergency needs, and new project assignments that arise throughout the year.
By supplementing the City’s internal resources with contracted support, the City can address time-sensitive repairs without delay, maintain continuity of service, and ensure that critical infrastructure remains safe and functional for the community. This approach helps the City manage workload demands more efficiently while upholding the City’s commitment to proactive maintenance and reliable service delivery.
This project aligns with both Goal 1 - Safe, Clean & Beautiful, and Goal 5 - High Quality Infrastructure & Facilities.
Issues/Analysis: Staff has reviewed the final proposal and finds that the fees are fair and reasonable for the amount of work needed to complete this project. Per section 10.08 of the Procurement Policy and Procedure Manual, any Task Order exceeding one million dollars requires City Council approval prior to issuance of a purchase order.
Financial Information: Funds are appropriated in the Stormwater Fund / Drainage / Culvert Replacements (104-4126-56300-00000).
