3. Purpose: To obtain grant funds to increase the City’s urban forestry and tree canopy coverage.

6. Benefits to Port St. Lucie: Increased tree canopy coverage and improvements to disadvantaged communities, identified by census tracts.
7. Cost to Port St. Lucie (Annual and Potential): Initial expense of tree planting efforts, to be later reimbursed through grant payments.

Staff Recommendation: Move that the Council Move that Council approve Grant Agreement 23PW009G and return it to the Public Works Department for final processing with Arbor Day Foundation.
Alternate Recommendations:
1. Move that the Council amend the recommendation and approve the Grant Agreement.
2. Move that the Council not approve the Grant Agreement and provide staff direction.
Background: The City of Port St. Lucie was awarded a grant from the U.S. Department of Agriculture Forest Service and Urban Community Forestry totaling $1,000,000. The funds will be utilized for tree planting opportunities on public property and along sidewalk areas within disadvantaged communities. The awarded grant will increase the City’s canopy coverage, improve pedestrian experiences, provide cooler temperatures, cleaner air, etc.
Issues/Analysis: A project scope and schedule is detailed in the attached agreement.
Financial Information: Grant reimbursements provide full coverage of costs to the General Fund. Initial expenses charged from General Fund / Public Works.
Special Consideration: The grant agreement’s deadline, reports, and reimbursement requirements have all been reviewed by our Public Works staff and appear feasible.
Location of Project: Locations identified in the attached census tract map.
