2. Parties: City of Port St. Lucie and Aero Groundtek, LLC.
3. Purpose: To provide swale liner maintenance services in Area B of the City.
4. New/Renewal/Modified: New.
5. Duration: Three years with the option for one (1) additional three-year renewal.
6. Benefits to Port St. Lucie: To provide swale liner maintenance at various locations outlined in Area B of the City.
7. Cost to Port St. Lucie (Annual and Potential): Estimated annual expenditure for FY 2021/2022 is $953,587.80. All future expenditures will be appropriated in the proposed budgets for each fiscal year.

Staff Recommendation: Move that the Council award Contract #20220004 and enter into a fixed price contract with Aero Groundtek, LLC for Swale Liner Maintenance in Area B.
Alternate Recommendations:
1. Move that the Council amend the recommendation and award Contract #20220004.
2. Move that the Council not approve Contract #20220004 and provide staff with direction.
Background: The City has an estimated 954 miles of drainage swale liner, of which approximately 481.61 miles are located in Area B. This Contract is to replace the 20170006 Contract, which was at $830,109.06 annually.
An E-Bid was issued on December 10, 2021, to 700 potential suppliers. There were 10 plan holders for this bid with three (3) proposal(s) being received on January 7, 2022.
Issues/Analysis: Staff has reviewed the proposal and finds that Aero Groundtek, LLC meets the needs of the City.
Financial Information: Funds are appropriated in the proposed FY 21-22 budget for Stormwater / Greenbelt / Line (#401-4127-534105-00000).
Special Consideration: N/A.
