Executive Summary (General Business): The City of Port St. Lucie (City) requires the services of a Consultant, registered as a Professional Engineer in the State of Florida, to provide 40% design plans for three (3) roadway, potable water distribution, wastewater collection, and stormwater improvement projects (Project) located on the Port St. Lucie Governmental Finance Corporation (GFC) lands.

Staff Recommendation: Move that the Council approve the shortlist for the Request for Proposals (eRFP) # 20210103 for Design Services to provide 40% Design Plans for the Hegener Drive Extension Phase 3 Project and begin negotiations with CAPTEC Engineering, who was the highest ranked firm. In the event the City and the highest ranked firm cannot reach an agreement; the City shall formerly end negotiations by written notification to the firm. The City shall then enter negotiations with the next highest ranked firm and attempt to negotiate a contract with that firm. The process will continue until the City has successfully negotiated a contract or reject all proposals for award.

 

Alternate Recommendations:

1.                     Move that the Council amend the recommendation and provide staff with direction.

 

Background: The City Council identified, as a strategic priority, the development of the Southern Grove Master Plan to meet the goals of a diverse local economy and employment opportunities with the initiative of building out Southern Grove.  In February 2021, the City Council adopted the Southern Grove Master Plan, as prepared by the Treasure Coast Regional Planning Council, which included findings and recommendations pertaining to infrastructure development. Most parcels that have access to readily available infrastructure services have been sold or are currently under Purchase and Sale Agreements.

 

Issues/Analysis: An eRFP was advertised on DemandStar on September 1, 2021, with a proposal due date of October 1, 2021. During the advertisement period, 2,294 suppliers were notified, 38 of those downloaded plans and 3 submitted proposals. On October 20th, 2021, PMD held a public meeting where the committee members met to review and discuss their individual scores. The committee voted to have discussions on October 27, 2021 with CAPTEC Engineering, Culpepper & Terpening, Inc. and Giangrande Engineering.

 

The Evaluation Committee has reviewed and scored all proposals and the rankings are as follows: (1) CAPTEC Engineering (2) Culpepper & Terpening, Inc. and (3) Giangrande Engineering. These firms were invited to the presentation/discussion meeting.

 

The discussions allowed the committee to gain a better understanding and more insight into the firm’s qualifications and fitness for the project based on the firm’s submittal and the Q&A answers previously supplied to the committee and any follow up questions the committee may have. The committee has selected CAPTEC Engineering as the top-ranked firm.

                     

Financial Information: The adopted FY 2021-2022 Capital Improvement Plan includes funding for Design Services to provide 40% Design Plans for the Hegener Drive Extension Phase 3 Project. (Fund 301-1900).

Location of Project: Hegener Drive Phase 3 roadway extension and Marshall Parkway extension east of Village Parkway.
