3. Purpose: Design services for the Real Time Information Center (RTIC).
4. New/Renewal/Modified: New.
5. Duration: Ninety (90) days.
6. Benefits to Port St. Lucie: Cost savings on the Training Facility project can be used for design of the RTIC. Utilizing HJ High and their design and construction team will ensure continuity of design with the City’s requirements.
7. Cost to Port St. Lucie (Annual and Potential): A one-time expense of $136,677.00.

Staff Recommendation: Move that the Council Approve Contract #20260143 for Real Time Information Center Design Services with H.J. High Construction Company under City Code of Ordinances, Section 35.08(a)(10) (cybersecurity exemption from formal bidding) and Section 35.08(a)(23) (security and firesafety exemption from formal bidding).
Alternate Recommendations:
1. Move that the Council amend the recommendation and approve Contract #20260143 for Real Time Information Center Design Services with H.J. High Construction Company.
2. Move that the Council not approve Contract #20260143 for Real Time Information Center Design Services with H.J. High Construction Company and provide staff with direction.
Background: Staff is requesting approval of Contract #20260143 for design services for a new Real Time Information Center (RTIC).
Issues/Analysis: Because the services under the Contract constitute agency cybersecurity information, as set forth in section 119.0725, Florida Statues and security and/or firesafety information under section 119.071(3), Florida Statutes, staff is requesting Council approve the Contract under the City’s cybersecurity and security/firesafety exemptions. Engaging in competitive solicitation would create a danger to or damage critical information technology or physical structure, and would require disclosure of information that the City is required to keep confidential under Chapter 119.
Financial Information: The funds will be appropriated in the General CIP Fund (301-2105-562000-00000) utilizing cost savings from the Design-Build Police Training Facility project.
Special Consideration: At the completion of the RTIC design services, HJ High will provide a cost estimate for the additional work for approval prior to commencing the construction phase of the RTIC additions.
