Executive Summary: The City of Port St. Lucie is requesting to amend the Future Land Use Map to change the designation of approximately 3.12 acres of land within the Sandpiper Bay PUD from Open Space Recreation (OSR) to General Commercial/Institutional (CG/I) to address regulatory inconsistencies.  The amendment applies to two specific areas of the property: a 0.94-acre area located between the existing fields and parking lot, and a 2.18-acre area at the southernmost end of SE Morningside Boulevard, where the roadway ends. No changes are proposed to the golf course.

Background: The Club Med Sandpiper Bay Resort was originally constructed in the 1970s. A 1986 site plan (P86-065) approved 60 new guest rooms for the resort, which was zoned Resort Commercial (CR) and Open Space Recreation (OSR), with corresponding FLUM designations of Limited Commercial (CL) and OSR.  In 1990, a site plan amendment (P90-111) approved a three-story staff housing building, even though the building was located in the OSR area. This area should have been free from commercial development.

 

To correct this inconsistency, the City is initiating a land use amendment to align the property’s Future Land Use designation with its long-established and intended use. The applicant has been advised of this action and is supportive of the proposed amendment.

 

 

Issues/Analysis: The proposed amendment applies to two specific portions of the campus. The first is a 2.18-acre area located west of the main school facilities, which contains a building originally approved in 1990 as staff housing for resort employees. The building received site plan approval, building permit (P91-0978), and a Certificate of Occupancy (CO). While it has been in place for decades, its underlying land use designation is OSR. The second area is a 0.94-acre area east of the school, which is the location of an existing school-related building that is planned for demolition and reconstruction. Together, these areas total approximately 3.12 acres, which are currently designated as OSR on the FLUM.

 

Although the land use designation is labeled OSR, these areas of land do not function as open space. They are not green areas, nor are they available for public recreation. Instead, they are paved, developed, and fully part of the school campus. (See exhibits below). While the amendment technically reduces land designated as open space, in practical terms no functional open space is being removed, since the subject areas were developed decades ago.

                     

Special Consideration: This amendment is essentially a cleanup step. It brings the land use map into line with the existing developed areas, makes the record clear, and keeps the campus consistent for planning purposes.
