Summary Brief (Agreements/Contracts only)

1.                     Prepared by: Alaina Knofla, Acting Procurement Manager (PMD).

2.                     Parties: City of Port St. Lucie and (1) Kittelson & Associates, Inc. (2) Johnson, Mirmiran & Thompson, Inc. (3) Alta Planning + Design, Inc.

3.                     Purpose: To provide Professional Services for Transportation & Traffic Related Professional Services under a Continuing Contract on an as needed basis.

4.                     New/Renewal/Modified: New. 

5.                     Duration: These contracts will each be for four (4) years with two (2), two (2)-year renewal options.

6.                     Benefits to Port St. Lucie: High Quality Infrastructure & Facilities providing safe routes of travel for residents throughout the city.

7.                     Cost to Port St. Lucie (Annual and Potential): Funds are budgeted in various accounts and will be allocated as projects are assigned.

Staff Recommendation: Move that the Council Award Contract #20240169 to the three top ranked firms: Kittelson & Associates, Inc., Johnson, Mirmiran & Thompson, Inc., and Alta Planning + Design, Inc.

 

Alternate Recommendations:

1.                     Move that the Council reject the recommended award and provide staff with direction.

2.                     Move that the Council reject all proposals and provide staff with direction to reissue the solicitation or cancel the RFP.

 

Background: As additional roadways and city projects are conceptualized, the planning and justification process requires feasibility studies and pre-design work, including, but not limited to, evaluations of existing/future conditions using 3rd party engineering, planning, designs, and recommendations. Many of these studies can be extensive and have been shown to supersede procurement thresholds. The continuing contract will create efficiency to provide timely and objective information to support decision makers using data and expert insights for review.

 

An RFP for qualifications was issued in accordance with section 287.055, Florida Statutes, identified as the Consultants’ Competitive Negotiation Act (CCNA) on November 1, 2024, to one thousand and two (1002) potential applicants. There were nine (9) proposals received on December 12, 2024. The Evaluation Committee voted to enter into contract negotiations with the top three ranked firms:

 

#1 Ranked Firm with a final score of 4,600.00 - Kittelson & Associates, Inc.

#2 Ranked Firm with a final score of 4,463.00 - Johnson, Mirmiran & Thompson, Inc.

#3 Ranked Firm with a final score of 4,179.20 - Alta Planning + Design, Inc.

 

Issues/Analysis: Staff has reviewed the rates submitted and finds that the fees submitted are fair and reasonable. Each firm has submitted a signed contract for City Council approval. Staff recommends awarding to the three top ranked qualified firms.

                     

Financial Information: The funds are budgeted in various accounts and will be allocated as projects are assigned.
