2.                     Parties: City of Port St. Lucie and AshBritt, Inc. (Primary Contractor), Ceres Environmental Services, Inc. (Secondary Contractor), and Crowder-Gulf Joint Venture, Inc. (Tertiary Contractor).

3.                     Purpose: To obtain Primary, Secondary, and Tertiary Contractors to provide emergency debris collection and removal services in the aftermath of a catastrophic event such as a hurricane, tornado, or fire.

4.                     New/Renewal/Modified: New.

5.                     Duration: Three-year initial Contract term with the option to renew for an additional two (2)-year period.

6.                     Benefits to Port St. Lucie: To provide emergency debris collection, debris removal, and related assistance resulting from a hurricane, tornado, fire, or other catastrophe, before, during, and after the disaster event.

7.                     Cost to Port St. Lucie (Annual and Potential): Funds are not budgeted, and purchases will be made on an emergency basis and from designated reserves.  Services shall be in full compliance with regulatory agency requirements and consistent with FEMA requirements for cost reimbursement for debris removal services.

Staff Recommendation: Move that the Council award Contract #20230046 for Disaster Debris Removal Services with AshBritt, Inc., as the Primary Contractor, Ceres Environmental Services, Inc., as the Secondary Contractor, and Crowder-Gulf Joint Venture, Inc., as the Tertiary Contractor.

 

Alternate Recommendations:

1.                     Move that the Council amend and approve the recommended proposal(s).

2.                     Move that the Council reject all proposals and provide staff with direction to resolicit or cancel the Request for Proposals.

 

Background: In the event of a declared State of Emergency, the Emergency Operations Center (EOC) will activate to provide the emergency debris collection and removal services, resulting from hurricane, tornado, fire or other catastrophic events. The City procures the services of one (1) primary and two (2) alternate firms for the emergency debris collection and removal services that provide related assistance, before, during and after a disaster event. These services are for the emergency debris clearance, temporary debris staging and reduction (TDSR) site management, and tree and limb removal.

 

An RFP was advertised on DemandStar on May 8, 2024, with a proposal due date of June 7, 2024.  During the advertisement period, 638 suppliers were notified, 30 of those downloaded the solicitation documents, and 5 submitted proposals.  On July 19, 2024, the Evaluation Committee met to discuss and rank the proposals received.  The committee voted to recommend the 3 top ranked scored firms for award of Contracts; AshBritt, Inc., as the primary firm, Ceres Environmental Services, Inc., as the secondary firm, and Crowder-Gulf Joint Venture, Inc., as the tertiary firm.  The final rankings were announced as follows:

 

#1 Ranked Firm: AshBritt, Inc. - 356.88

                     #2 Ranked Firm: Ceres Environmental Services, Inc. - 341.80

                     #3 Ranked Firm: Crowder-Gulf Joint Venture, Inc. - 326.84

                     #4 Ranked Firm: DRC Emergency Services, LLC - 293.32

                     #5 Ranked Firm: DRC Emergency Services, LLC - 278.00
