3.                     Purpose: Upgrade the current generator to be able to run power to the entire building.

4.                     New/Renewal/Modified: Modified.

5.                     Duration: No additional days are required as this is the final true-up for the project.

6.                     Benefits to Port St. Lucie: Provide a reliable source of power to City Hall during hurricane when power outage may occur. 

7.                     Cost to Port St. Lucie (Annual and Potential): An additional $73,093.55 for a final contract amount of $1,335,031.55.

Staff Recommendation: Move that the Council approve Amendment #5 to Contract #20200116 for the Replacement of the Emergency Generator at City Hall.

 

Alternate Recommendations:

1.                     Move that the Council amend the recommendation and approve Amendment #5 to Contract #20200116.

2.                     Move that the Council not approve Amendment #5 to Contract #20200116 and provide staff with direction.

 

Background: The existing emergency generator located at City Hall needed to be upgraded to a larger emergency generator to be able to provide power to the entire building, including the air conditioning system. Building A is an essential asset that needs to be operating at full capacity through any emergency.

 

The City received a Grant from the State of Florida Division of Emergency Management Hazard Mitigation that provided partial funding in the amount of $562,500.00.

 

Additional expenses were needed to complete the project and close out the contract. There were rental fees for the light tower and stand-by generator for the FPL meter installation, mini-dumpster, handwash station, restrooms and temporary fencing. Ground penetrating radar was needed for the new FPL feeder and new underground feeders for future data generator from the electric room to the generator. There were two (2) steel beams needed over the main gate area to carry the load from the new louver system on the wet wall.

 

Issues/Analysis: Staff has reviewed the proposed changes described herein and finds them to be fair and reasonable.

                     

Financial Information: Funds are appropriated in the Facilities Management General Fund / Other Machinery & Equipment (001-4135-564400-00000).

 

Special Consideration: N/A.
