3. Purpose: The Public Works Department oversees the maintenance of City properties and infrastructure. City signs and traffic calming areas are essential in clearly identifying neighborhood boundaries and maintaining the appearance and functionality of these locations throughout the City.
4. New/Renewal/Modified: Modified.
5. Duration: The Contract had an initial term of three years, which spanned from 12/5/22 through 12/4/25. Amendment #1 exercised the 24 month renewal option through 12/4/27. Amendment #2 did not add any additional Contract time.
6. Benefits to Port St. Lucie: Protects and maintains neighborhood landmarks that clearly identify ingress and egress points for designated locations throughout the City.
7. Cost to Port St. Lucie (Annual and Potential): The initial Contract was awarded in the amount of $94,248.00. Amendment #1 increased the annual Contract amount to $97,075.00, and Amendment #2 further increases the annual Contract amount to $125,627.04. The total estimated cumulative cost over the full five (5) year contract term is $533,998.08.

Staff Recommendation: Move that the Council ratify Amendment #1 and approve Amendment #2 to Contract #20220075 for Design Services for the Miscellaneous Mowing & Landscape Maintenance Services for Neighborhood / City Signs & Traffic Calming Areas with Batallan Enterprises, Inc. dba Property Works.
Alternate Recommendations:
1. Move that the Council amend the recommendation and ratify Amendment #1 and approve Amendment #2 to Contract #20220075.
2. Move that the Council not ratify Amendment #1 nor approve Amendment #2 to Contract #20220075 and provide staff with direction.
Background: As the City has grown and strategic plans have evolved, the City has transitioned from numbered sections to named neighborhoods, in addition to existing City boundaries. Residents participated in suggesting and selecting neighborhood names, which now serve as recognized community identifiers. Neighborhood signage was installed to promote community pride and clearly identify neighborhood boundaries. Over time, additional traffic calming features and associated landscaping have been added throughout the City. These assets require routine mowing and landscape maintenance to preserve their appearance, functionality, and visibility.
The original Contract was awarded to support maintenance of these features. Amendment #1 increased costs and exercised the 24-month renewal option. Amendment #2 further expands the scope to add irrigation pump stations to the annual services and increases the total cost of the Contract accordingly. No additional Contract time is added under Amendment #2.
Issues/Analysis: Amendment #1 did not add additional funding under the Contract, and therefore, did not require City Council approval under City Code of Ordinance, Section 35.09. Because Amendment #2 goes into City Council threshold, staff is requesting Council ratify Amendment #1 and approve Amendment #2.
Staff has reviewed the existing Contract with Property Works and finds that it meets the operational needs of the City and complies with the City’s procurement ordinance. Property Works is a current service provider and has demonstrated reliable and responsible performance in delivering these services.
Financial Information: Funds to be appropriated in Public Works account #104-4127-534000-00000 PW/Road & Bridge/Sign Maintenance.
