3. Purpose: Provide construction services for the Winterlakes Park Phase 2 project.
4. New/Renewal/Modified: New.
5. Duration: 270 calendar days with no option for renewal.
6. Benefits to Port St. Lucie: Winterlakes Park Phase 2 project has been planned and designed to aid the City with addressing its Strategic Goal #6 Culture, Nature and Fun Activities. Winterlakes Park Phase 2 construction will provide residents with additional requested amenities at the existing park site.
7. Cost to Port St. Lucie (Annual and Potential): One-time expense of $1,442,629.00.

Staff Recommendation: Move that the Council award Contract #20220078 and enter a unit price contract with Paul Jacquin & Sons, Inc., for the Winterlakes Park Phase 2 Improvement Project in the amount of $1,442,629.00.
Alternate Recommendations:
1. Move that the Council amend the recommendation and award Contract #20220078.
2. Move that the Council not approve Contract #20220078 and provide staff with direction.
Background: From 2007 to 2012, the City leased the property to the St. Lucie County School District for the purpose of constructing a temporary school site. The School District cleared and graded the property, designed and permitted the storm water collection system, installed underground drainage, constructed a wet retention pond, constructed asphalt parking lots and driveways, constructed interior sidewalks, and an open-sided “airnasium,” brought water/sewer/electric services to the site and built a playground.
In 2012, the School District allowed the lease agreement to expire, and the Parks & Recreation Department assumed the maintenance responsibilities for the property. The property was then promoted by the department as a large acreage day-use recreation area, open from 8:00 a.m. to sunset, seven days a week.
Public Meetings were held during July and August in 2017 to engage public opinion about the future development of the 28-acre parcel located within the northern sector of the City. The consensus of the public, through public meetings, was to develop the site as an unmanned neighborhood park.
Phase I of the Winterlakes Neighborhood Park opened to the public in January of 2021. Phase I included the following amenities:
• Airnasium,
• Restrooms,
• Playground,
• Dog Park,
• Picnic Area and Pavilion,
• Open Space Practice Fields,
• Tennis & Pickleball Courts,
• Fitness Station Walking Trail,
• No Lighted Amenities (no lights on ballfield or within the park).
This award is for Phase 2 of the park construction amenities will include:
• Volleyball Courts,
• Two additional Family Pavilions/Picnic Facilities,
• An additional Trail,
• Fishing Pier / RC Pier,
• Gazebo,
• Bike Racks,
• Maintenance Building,
• Additional Landscaping and Irrigation,
• Additional Bench Seating Areas.
An E-Bid was issued on June 18, 2022, to 1,582 potential suppliers. There were 59 plan holders with three proposals being received on August 2, 2022.
Issues/Analysis: Staff has reviewed the proposals and finds that Paul Jacquin & Sons, Inc., provides the best value to the City. Paul Jacquin & Sons, Inc., is a local vendor and has performed several successful projects for the City.
Financial Information: Funds are appropriated in the Parks & Recreation CIP Fund / Parks & Recreation / Improvements O/T Building (#305-7210-563000-22PR005P).
Special Consideration: A $200,000.00 F.R.D.A.P. Grant was obtained to partially fund this project.
Location of Project: 5241 NW Jannebo Street, Port St. Lucie, Florida.
